SIZE OF AREA: 83.95 Acres (126 lots - 20 are SF-12, 106 are SF-9) REQUEST: Approval of a preliminary plat. APPLICANT: Bank Plus (O~mer) 817 E. TRANSPORTATION: Denton Tap Road - 6 lane divided, 120' right-of-way, S.H. 121 Bypass 6 lane divided, service roads, right-of-way. 450' SURROUNDING LAND USE & ZONING: North - vacant, HC zoning (121 Bypass right-of-way) South - Andrew Brown Park East - vacant, Vista Ridge Development West - vacant, zoned (R) COMPREHENSIVE PLAN: Proposes park/open space, mixed use (no MF). ITEM 10 AI~ALYSIS: The same general comments hold for this preliminary plat as they do for Park Estates North, with some modification. First, staff was generally supportive of the zoning change request, especially where res/dent/al was proposed adjacent to the park. Second, development of the 30 acre plus park site needs careful review by City staff to insure we obtain the kind of park initially envisioned. Third, we understand exhibits will be presented at the hearing to depict more clearly how screening, landscaping, entry treatments, park development, etc. will be handled. There are, then, several issues to he addressed at the public hearing: 1) it is not clear how the right-of-way for State Highway 121 Bypass is being dedicated. 2} the maintenance of common areas through a Homeowners Association and agreement needs resolution. 3) landscaping, screening, buffer, etc., details must be approved by Commission. 4) only partial dedication of Denton Tap is shown; how do we get right-of-way in the area which retains HC zoning, for example. 5) careful review of the developer's proposal for the park, comparing it with the already approved concept plan must be made. 6) the M.U.D. issue needs discussion and agreement. 7) the fourteen conditions of Commission zoning approval must be met.
