SANDY LAKE ROAD COORDINATION CONFERENCE
August 14, 1995
Bud Beene opened by explaining the purpose and importance of the
conference. Since resolution of an issue on one of the three
sections also affected one or more of the other sections, it was
necessary to bring all the involved agencies and consulting
engineering corporations together for open discussion. Also, the
conference offered the opportunity to identify issues that need to
be resolved in the very near future.
It is the County's intent to get the bridge project ready for
County construction forces in December of this year as well as open
bids for bridge construction during December 1995.
Bud also explained that there is a shortfall of funds available
from the bond program for the three Sandy Lake Road sections. To
stretch dollars the Dallas County Road and Bridge District Number
I (R. & B. #1) will build the detour, embankment and subgrade for
the bridge project.
After Bud's opening remarks Irv Griffin co-ordi~ated issue
discussions using an agenda of prepared topics. For ease of
reference comments and minutes will follow the agenda format and
are listed as follows:

Co-Ordination (3 Sections):
Horizontal Control: Dallas County surveyors had
previously (May '95) tried to check the control between
the three sections but were unable to do so because "on
the ground" control was not in for the bridge project,
and was not found on the Coppell section. Shawn
Rockenbaugh of Halff Associates indicated that the
horizontal control is now in for the bridge section.
Vertical Control: Dallas County surveyors indicate that
there is a 0.10' difference between Gojer's section and
Kimley-Horn's section. This difference can be handled by
a vertical equation.
Right of Way Documents: None are yet available but the
Cities and the County are anxious to obtain them. More
about this follows.
City of Coppell Roadway Section 91-830:
Bike Lanes; Question about whether City has decided on
only one bike or two bike lanes. Ken Griffin verbally
indicated that the City of Coppell now desires 28' wide
pavement on both sides to accommodate bike lanes in both
directions. If not already done so, Ken is requested to
confirm this request to the County in writing.
Ot&tus of submitting drainage design in~ormation..David
Howard (Sverdrup) indicated 22 cfs to be discharged into
Gojer's storm sewer. Ken Griffin indicated that he wants
to see drainage plans ASAP, even if only "very
preliminary". Ken is apparently most concerned about a
private development close to the bait shop·
Right of Way Documents: City of Coppell (Ken Griffin)
expressed a desire to see right of way documents as soon
as possible. Also Ken asked about County acquiring the
right of way. Bud advised him that if he wishes Dallas
County to consider acquiring right of way, at city cost,
he should put the request in writing as soon as possible.
However, if this acquisition process will take
considerable time due to other Cities requests to the
County the County may recommend for the City to utilize
a private firm to accomplish the right of way
acquisition· Additionally, Ken indicated right of way
width should be 110' in Coppell. Apparently there is
still an outstanding issue about where exactly the City
wants the alignment. This must be resolved before right
of way documents can be prepared.
Preliminary Plan Submittal: Although not prepared yet,
Ken Griffin desires a copy of whatever plans are
available at this time. A scheduled date for preliminary
plan submittal was not provided during the conference,
but is requested.
C. Elm Fork of Trinity River Bridge Section. Project 9%-838:
Proposed date for submitting ROW documents: Lloyd James
(Charles Gojer) was unable to provide a precise date. Mr.
James presented an issue that needs to be resolved before
he can submit the documents. The issue relates to the
school district property (and TU Electric access road) in
Coppell, namely as to whether roadway slope should be 4:1
or 3:1· Ken Griffin indicated that the City would
normally prefer a 4:1 slope but he was reluctant to give
a definitive answer at this time, without seeing the
plans. Mr. Griffin indicated he has not looked at the
plans for Gojer's section. Although we at Dallas County
recall taking a set of Gojer's preliminary plans to
Coppell in early May, we have requested Mr. James to
print another set for Coppell's use. Mr. James
subsequently reports that the request was completed on
August 16, 1995. With a prompt indication of Coppell's
desires, right of way documents for the bridge section
should be available in the next few weeks.
Proposed date for next plan submittal: Mr. James
indicated that substantial progress has been made
relative to plan corrections from the county's review of
preliminary plans in May '95 and also that progress has
been made toward revising the plans in accordance with
the contract amendment i.e., lengthening the bridge etc.

The remaining work on the bridge structure plans will
take at least a month. However, other issues, i.e.
drainage swale information and drainage structures from
adjacent sections need to be resolved before Mr. James
will be willing to give a definite date for the final
plan submittal.
city of Carrollton Park Improvement Pro4ect:
Drainage Swale: being designed by Schrickel, Rollins for
the City of Carrollton. Detailed design information
(within Sandy Lake right of way) is desired prior to the
September 25 scheduled date for preliminary park plans.
Sanford LaHue (Schrickel Rollins) and Lloyd James (Gojer)
are to meet during the week of August 28, 1995 to
exchange "swale" information needed, to complete bridge
plans.
Relocation of Park Access Road: Road & Bridge District ~1
to build temporary access. Schrickel, Rollins has the
alignment tied down. The only question to be resolved is
can district build (other than concrete paving) it in the
permanent location?
Park Improvement Plans: Sanford indicated that September
25, 1995 is still a good date for preliminary plan (Park
Improvements) submittal. The consensus being that this
submittal should contain adequate information for bridge
plan coordination purposes.
Geoteohnloal Investigation: City representatives
previously indicated this was to be accomplished by Rone
Engineering. Apparently negotiations with Rone were
unsuccessful and Terra-Mar is now being considered for
the work. The purpose and urgency for the County
presenting this topic relates to R. & B. $1 equipment
and material availability and requirements. Therefore,
Dallas County requests the City of Carrollton to furnish
the geotechnical information as soon as it becomes
available.
City of Carrollton Roadway Section 91-839:
Right of Nay Ao~uisition; will City desire County to
acquire (at city cost)? Tim Tumulty indicated that he
will write to the County making this request. In addition
Tim is requested to indicate if the amusement park
property will be included in this request. Selas
Camarillo (Dallas County) requested a set of plans for
use in preparing an estimate of work and costs involved
in obtaining the right of way. With regard to another
property the City may be able to acquire the Nursery
property without County involvement irrespective of any
other request. The City is to clarify the status of the
Nursery property.
Bike La~d: Tim indicated and has .~!lso confirmed in
writing that Carrollton will not request bike lanes to be
included in the section of Sandy Lake which is in the
City of Carrollton.
Amusement Park Property: Tim Tumulty indicated that
preliminary discussions have occurred with the owner,
Frank Rush. Jill Schneberger indicated that City of
Carrollton officials are currently discussing procedures
for obtaining right of way. It looks like Eminent Domain
process will be needed·
status of Drainage Design for connecting to the Bridge
Section: Paul Hames (Kimley Horn) provided Lloyd James
~ copy of his drainage area during the conference. Paul,
Lloyd, Sanford, Jill and Irv are to meet on August 28,
1995 to work out details for handling drainage (114 cfs)
from the Carrollton section to the bridge section. Low
head box culverts under roadway may be needed. In
addition temporary storm sewers may be needed for the
park access·
Prellminary Plan Submittal: A scheduled date for complete
preliminary plan submittal was not provided during the
conference, but the revised preliminary paving plans are
scheduled to be submitted in September 1995.
Dallas Water Utilities Topics:
Future Water Transmission Line Improvements: Randy Nelson
(Dallas Water Utilities) provided a schematic (prepared
by Shim,k, Jacobs and Finklea dated May 1994) of a
possible 60" future line parallel and 30' north of the
existing 60" water line. Actually this is a City of
Irving project. Randy was unsure as to whether or not
this is a legitimate project. Irv requested Randy to
check with his office to determine the status and report
back ASAP. In absence of a written confirmation we must
proceed on the basis that there is no "parallel water
line improvement project".
If in fact, this is a legitimate project the most
significant impact will be to the Coppell project.
Approximately 1500' west of the Elm Fork the proposed
line would cross under Sandy Lake Road. David Howard
(Sverdrup) is requested to contact Bob Chapman or Doug
Jan·way with the City of Irving for details or status of
this possible project·
Back flush site considerations: Abel Saldana reports that
this does not affect any section of our Sandy Lake Bridge
project·
Road and Bridge District #1 Topics:
Detour Construction: Mike Sharp (R. & B. #1) indicated
that the County has or can obtain materials for this
work.

Temporary -Park Access= County has or can obtain
materials for this work· Mike would like to do as much
grading for the permanent access road as possible while
building the temporary access·
Embankment Materials= The geotechnical report for the
Park Improvement project will be of value to Mike to
determine the amount, if any of roadway embankment
material that must be imported.
Hydraulic/Floodway Studies, Permits Etc. for Elm Fork:
1. Corps of Engineers: Ken Griffin questioned whether Corps
had included the improved roadway conditions in their 100
year computer model. Walter Skipworth (Halff Associates)
indicated the roadway impacts from Gojer's section had
been included in previous submittals to the Corps.
404 Permit & Trinity River Corridor/Corridor Development
Certificate (TRC/CDC): Apparently the City of Coppell was
not included with some of the permit applications already
approved· Walter indicated that he will provide the
correct forms to Ken Griffin· Bud indicated that we
should include roadway plans or schematics, including
wetlands considerations, for all three sections· With
proper documentation, we believe the Corps will revise
the current Trinity River Corridor Study to include these
roadway and bridge projects in the baseline/existing
condition model· This model will eventually be adopted by
FEMA and replace current floodplain maps· Able Saldana
volunteered to draft a letter for Bud's signature. The
correspondence may also need to be a joint letter with
the affected Cities, i.e., City of Dallas, City of
Carrollton and the City of Coppell.
Bud closed the conference by thanking all persons for their
participation and input. Bud also encouraged subsequent smaller
scale meetings to resolve the various outstanding issues.
Additionally, Bud requested another large scale conference of a
similar nature to be scheduled approximately, but no later than the
last week in September '95.
