Dear Mr. Griffin:
Transmitted herewith per Task 4 of our contractual agreement are alignment drawings including
the MacArthur Blvd. - Sandy Lake Road intersection, cross sections and a brief summary of the
impacts including construction cost estimate and design fee estimate. Also included, as requested
per telephone conversation with Mr. Mike Martin, is a brief construction cost estimate for a ten
foo~-~nment shift from Kimbel Kourt to the Trinity River Bridge.
As indicated in the Project Procedure Memorandum the other Tasks of the contract are dependent
on the Sandy Lake Road Improvements project for Dallas County. Currently that project is on
hold pending the resolve of certain drainage issues. After these issues are resolved a formal
schedule will be developed and submitted for your approval.

Introduction:
Sverdrup Civil, Inc. was engaged by the City of Coppell to determine design and construction cost
impacts of a southward alignment shift of Sandy Lake Road in the area of the MacArthur Blvd.
intersection and to the east approximately 600-700 feet. Drawings and a cost estimate for a
southward shift of 10 feet have been prepared and included herein. The 10 foot southward shift will
require no fight-of-way acquisition along the north side of the road from MacArthur Blvd. to the east
for approximately 500 feet, and will minimize impacts to property owners.
Impacts:
The following impacts have been identified with the 10 foot south alignment shift:
Drainage Channel:
The roadway embankment on a slope of 3:1 will encroach into the
drainage channel cross section. This encroachment will reduce
channel capacity and will require a hydraulic study to determine if the
new channel section has adequate capacity. It is anticipated that
retaining walls will be required to maintain channel capacity in the area
of the MacArthur Blvd. intersection and at the first drainage structure
down stream.
· Driveways:
The driveways along the north side will have no negative impacts. In
fact the driveways at stations 20 + 91, 21 + 71 and 22 + 97 will
require less reconstruction of the existing driveway and parking area.
The driveway on the south side at station 24 + 91 will be steep~¥'~ but

Drainage Structures:
There are several drainage structures along the channel, but only the
2 - 6' x 8' box culvert at MacArthur Blvd. and the 4 - 8' x 10' box
culvert at Sta. 25 + 00 will be affected. At MacArthur Blvd. the
northern headwalls of the culverts will have to be reconstructed and
connected to retaining walls to provide for right mm radii and
pavestone installation. At Sta. 25 + 00 the concrete riprap and
headwalls a~cLwill have to be modified and connected to retaining
walls.
MacArthur Blvd. Intersection:
The revised intersection layout has been studied and no functional
problems are anticipated. A new profile for MacArthur Blvd. will
need to be designed, and this will affect limits of reconstruction, but
not significantly. The Sandy Lake Road profile will be affected by the
redesign of MacArthur Blvd. for several hundred feet in each
direction, but no major problems are foreseen.
Utilities:
Impacts on utilities will be minor. It is anticipated only two additional
telephone conduit manholes will need to be adjusted.
Summary:
The main impact of this alignment shift is at the MacArthur intersection involving modifications to
the drainage structure and addition of retaining walls. The major additional costs associated with
these impacts are estimated on the following page. Also following is an estimate of the design fee
for the plan revisions.
The accompanying alignment drawing shows the southward shift at scale of 1" = 40' from the
MacArthur Blvd. area to station 27 + 68. It also shows approximate retaining wall locations. These
retaining locations are approximate and must be coordinated with a hydraulic analysis and structural
calculations.

A bdef analysis of the cross sections shows additional retaining walls will be required along the north
right-of-way line for approximately 250 linear feet. These retaining walls will be required in the area
from station 40+00 to 46+00.
Also there is an existing house at station 41 +00 that will be approximately 11-feet from the shifted
right-of-way line, and if the future lanes are ever built the driveway and carport will probably have to be
relocated at additional cost.
