Dear Mayor:
This letter is written on behalf of my client, RealInvest,
Inc., the owner of a certain 12.7056 acre tract of land located
on Coppell Road, Coppell, Texas, across from One Twenty-One
Business Park. I enclose a copy of a Survey Plat of the property
for your reference.
My client is encountering a problem in development of the
property with respect to tying into the city sewer and water
lines which already run to the perimeter of the property. We
believe you can help in this matter. Enclosed are copies of the
water district and sanitary sewer systems, with the subject
property highlighted, showing its location with respect to such
systems.
Prior to my client purchasing the property, it made inquiry
to the City Inspector and City Manager, Scott Barnett and Ron
Raglin, respectively, regarding the availability of city sewer
and water, and was informed that city sewer and water were
available at the perimeter of the property. There was no mention
of having to annex the property into the Municipal Utility
District ("MUD"). Subsequent to its purchase, my client's
engineers have been told by the MUD that in order to tie into the
water and sewer lines, the property needs to be annexed into the
MUD. Obviously, this came as quite a surprise to my client,
having previously confirmed with the City that city water and
sewer were in place. Relying on such statements, my client
acquired the property, and commenced plans to build an apartment
complex on the premises.
It is our hope that you and your office can help us to
determine that the property does not have to be annexed into the
MUD to tie into the available water and sewer lines, and my

client can proceed with its development of the apartments as
planned. Obviously, such development would be beneficial to the
City, enhancing the overall attractiveness of the City of
Coppell. I look forward to working with you in the clarification
of this matter, and coming to a solution beneficial to all
parties.
