Dear Mr. Griffin:
I have received your letter of June 20, 1994 and the return of the marked set of plans regarding
this project. The following information is being provided in response to a number of your
comments and concerns:
Regarding your No. 2 on bike lanes: The Sverdrup Corporation our Consulting
Engineers have been requested to provide a cost estimate to widen the embankment and
pavement by six feet to provide for a three foot bike lane in each direction. Their cost
estimate will also include the additional engineering design services cost to revise their
plans for the bike lanes.
Regarding your No. 6 on the Traffic Signal System: The design for upgrading the City's
Signal System is not part of the County's/Consultants Engineering Design Services
Contract. If it is only a matter of showing the location of conduit, pull boxes and signal
bases our Consultant can include this work on the plans if the City will provide us with
this information on a set of paving plans. The cost of the construction of these items
would have to be borne by the City. If the upgrading requires more than this you have
our authorization to contract with Sverdrup for this design as part of the construction
plans. The cost of this design and construction to be borne by the City. The City of
Coppell should contact Mr. Phil Weston, P.E. of Sverdrup directly for this design.
Regarding your No. 7 on the raising of Sandy Lake Road: The elevating of the roadway
above the 100 year water service will not remove any properties on the north side from
the 100 year flood plain. Local drainage will be provided as necessary to prevent water
from being impounded on private property when the waters recede. These plans will not
eliminate any areas where flood waters did not naturally drain before.

Regarding your No. 8 on the Texas Utilities power lines: Many of the power lines
which cross Sandy Lake Road will have to be adjust~l with the relocating of power poles
to clear the proposed roadway construction. If your reference concerns the transmission
lines and towers just west of Riverchase Drive this will have to be determined by Texas
Utilities when they review the completed plans. There is a four foot rise in the road at
this location.
Regarding your No. 10 the brick paver entrance to Coppelh The pavers can be moved
approximately 400 feet further east. This will place the entrance within 50 feet of the
City limit line. The entrance pavers will have to be placed in the Gojer and Associates
contract. Please provide me with detailed specific information about this entrance design
to pass on to Mr. Charles Gojer, P.E.
Regarding your No. 11 on the drive at Station 65+80 (north): The sight visibility has
not yet been reviewed because driveway profiles are not presently available. The sight
visibility at this location will be reviewed once all the information is available.
Regarding your No. 13 on shot crete slopes: There is no particular reason that Sverdrup
used shot crete to maintain the area where they could not obtain 3:1 grass slopes. This
area could also be regular concrete rip rap. If you prefer this 2:1 slope area to be grass
or be otherwise vegetated or have some other slope protection material in mind which
has a cost equal to concrete rip rap please let us know.
Regarding your No. 14 on the "retaining wall": The wall at Station 42+50 is the
headwall for the extension of the existing 4 barrel 10'x8' box culvert. The headwall will
be a standard TxDOT concrete headwall. The backside will look similar to the headwall
that is currently existing at this same location.
Regarding your No. 15 on landscape plans: Landscape plans are not a part of the
County's design contract. We have no objection to including conduit for an irrigation
system on our plans in the same manner as we would do for the conduit for a traffic or
street lighting system, i.e., the City of Coppell provides us with the information to
include in our plans and agrees to bear the cost of the construction of the system.
Revised plans incorporating changes that were requested will be submitted to you after
completion by the Sverdrup Corporation. If you would like me to attend your next public
