Box 478 Coppell, TX 75019 RE: Park West Commerce Center Thoroughfare Revision Request BA No. 3311.01.01 Dear Mr. Doyle: At your request, we have reviewed the request by Prentiss Properties Limited, Inc. to realign Southwestern Boulevard and combine it with Gateway Boulevard. Our concern is the impact of this request on our West Side Thoroughfare Plan study which we plan to start in January 1990. It was with this in mind that we reviewed the request from prentiss. To support their re~est, Prentiss retained DeShazo, Starek & Tang, Inc. to provide an alternatives analysis for the realignment of Southwestern. This analysis, submitted Dece~mber 14, 1989, compared four alternative alignments including the alignment presented in your existing Thoroughfare Plan. DS&T concluded that alternative 2 would allow for the greatest development potential of the industrial sites and provide for the best movement of traffic through the area. From the standpoint of our pending study, we believe alternative 2 is an acceptable alignment in this area and does not significantly detract from the intent of the existing Thoroughfare Plan alignment. However, after review DS&T's report, we have a few questions, namely: o What is the impact on the other major thoroughfares in this section of the City (Bethel Road, Belt Line Road, Denton Tap Road)?; How does Santa ~e Pacific, who owns the next tract to the west, feel about alternative 2?; o W~o will pay for the constr%~ction Boulevard?; o Are the indicated impacts to Airline and, o Where are all of the lO,600-plus trips generated by Prentiss and Santa Fe Pacific? do not show all of these. of Southwestern Road justified?; that will be The graphics Mr. Russell R. However, the above questions should be addressed prior to approval. We do believe that the final sizing of this thoroughfare should be based on the results of our study, since this information will be the latest and most accurate.
