As requested by Mr. Don Davis, with Donald E. Davis Consulting, the following is
our proposal to provide hydraulic modelling for Grapevine Creek in Coppell thru the Park
West Commerce Center Development. The limits of the study will be from Southwestern
Drive to IH635 in the City of Coppell, Texas.
The study will utilize the model already established for this reach of Grapevine Creek
by our office and as approved under the ex/sting conditional letter of map amendment.
We propose to perform the following tasks in a report format suitable for submittal
to F.E.M.A.
Provide ex/sting condition run as previously modeled;
Provide proposed condition _run with drop strncture as previo ,us!y modeled;
Provide models incorporating the proposed Southwestern Drive bridge
improvements (2 alternatives) and the proposed Rail Bridge;
Include any cost effective alternative (currently being studied for Santa Fe
Pacific Realty) to the drop structure into the models (item 3);
Provide final models for as built conditions after construction is complete; and
Address technical questions with the City of Coppell and F.E.M.A.
The following items are required to complete this work and will be provided by
Prentiss Properties or their representative:

Submittal to the City of Coppell and F.E.M.A.
The alternate to the proposed drop structure, Item 4, is currently being studied under
a separate contract between Santa Fe Pacific Realty & Albert H. Halff Associates. Ttfis
alternative will be included in this study. Incorporation of this work into this study is subject
to the approval by Santa Fe Pacific Realty as the client for the drop structure analysis.
Items 1 thru 4 above will require two months to complete upon notification to
proceed and receipt of items a and b previously listed. Item 5 will require approximately
one month to complete upon receipt of as built information and notice to proceed.
This work will be invoiced on an hourly basis of 2.30 times salary cost. Salary cost
is defined by ASCE Manual and Report on Engineering Practice No. 45 as the cost of
salaries (including sick leave, vacation, holiday and incentive pay applicable thereto) of
principals, engineers, technicians, draftsmen, stenographer, surveymen, clerk, etc. for time
directly chargeable to the projects; plus unemployment, excise and payroll taxes; and
contributions for social security, employment compensation insurance, retirement, medical
and insurance benefits. All non labor direct costs including printing, computer charges and
telephone and toll charge calls will be invoiced at 1.10 times cost. We recommend a budget
of $12,000 for the work described under items 1 thru 5. We recommend a budget of $2.000
for item 6. These budgets will not be exceeded without prior written authorization from
Prentiss Properties. The project will be billed on a monthly basis with remittance due in 30
days from date of receipt.
This contract may be terminated by either party for any reason and not subject to
mutual consent upon 10 days written notice. Upon termination of the contract payment will
become due for work completed by Halff Associates.
All work performed under this contract will remain the property of Halff Associates.
Copies of all files and information pertaining to this project will be made available to
Prentiss Properties upon request.
The work to be performed under this contract will include hydraulic modelling and
report only and does not include the following:

advisor as noted previously under item 6)
