Re: Park West Commerce Center
Dear Alan:
Lee Coleman and I greatly appreciated your help in completing
the review of our building permit application for the first
building at the Park West Commerce Center in Coppell.
We have reviewed your staff's comments on our plans and
specifications and we have identified three items that we need
to resolve prior to starting construction.
City approval to use plastic drop-out skylights for smoke
and heat vents.
The use of these devices is widely accepted in this area.
They are accepted by the City's of Arlington, Carrollton,
Farmers Branch, Irving and Grapevine, as well as, numerous
other area Cities. Additionally, the City of Dallas does
not require smoke and heat venting for fully sprinklered
buildings.
City approval to reduce the rear yard set back requirement
to 30 feet in conjunction with a 30 foot "no build"
easement being filed on the adjacent property thereby,
insuring a 60 foot building separation.
Attached is a page from the UBC Application Interpretation
Manual that supports this request. The use of this "no
build" easement is widely accepted and is common practice
in all of the area Cities that we surveyed.

3. Revision to the City Standard Paving Assembly to permit 5"
thick concrete reinforced with #3 bars at 24" on center in
non-fire lane areas on private property.
Industrial buildings have large paved areas that are used
~0~;-~ ~'~ for parking. Most area Cities permit 5" concrete in these
~.~-~- ~ areas and apply the 6" standard only to the fire lane
portion of the property.

Wayne, as we discussed when you notified me on (July 5, 1989), of Kevln's
departure, John Karlsruher will be taking over the plan review service
that Kevin provides in the DRC process. As we later discussed, Ginn, Inc.
provided status on final sualmary memos in the Planning and Zoning
Commission and City Cou~ncil packets, which covered any unresolved "plan"
or infrastructure requirement, such as escrows, etC... John can continue
to coordinate these matters with Taryon as Kevin has been doing.
I know Ginn, Inc. is doing what is needed to keep continuity, and the
level of service necessary for quality development in the City of
Coppell. You continued assistance on these matters is greatly
appreciated. Thanks.

Support for Design Review and Approvals
We will discuss in our meeting scheduled for Thursday, September 22,
1988, subject services. Attached is a copy of our approved budget and
the s,~ry costs you furnished dated August 30, 1988. It appears that
the only funded professional services available is the Ginn, Inc.
$23,000, which will only fund the Ginn, Inc. basic support to the
Planning and Zoning and City Council Davslopment process (i.e. Kevin
Peiffer).
The Kiutlay-Horn and Associates $10,000 is for the completion of the
Drainage Master Plan and the $4,000 is for special consulting services
for the Planning and Zoning Commission.
Please provide me with a list of the special projects and of your time,
with hours spent, so we can see those two areas in detail.
Since only the basic development services (i.e. Kevin Pelf far) to
Planning and Zoning and City Council can be funded, we will be in a mode
of needing City Council funding for any professional services other than
the services to Planning and Zoning and City Council. In fact, the
special Hydraulic/Hydrology services, when needed within the development
review services, are not funded. We can only then be the coordinator of
F.E.M.A. type activities between the Developer's Design Engineer and
F.E.M.A.
The Basic Development review services are necessary to be funded and
protected because:
1)
If we spend those funds elsewhere, we may not have any support
at all for the last three (3) or four (4) months of the year,
etc,
2) It is important to keep you, Ginn, Inc., in the process for:
a) Continuity
b) Historical knowledge
c)
Knowledge of current ordinances and requirements,
especially in those areas that are not clearly defined.
That is, we need to be consistent in interpretation and
administration until, if we change, it is announced, etc.
(An emphasis on this need is the proposed major Subdivi-
sion Ordinance update).
d)
Work load is not predictable if we take the work on
in-house (which we still do not have a Clerk/Typist or
Engineering Technician at this time), and find that it is
not manageable, and fail to meet our responsibilities, or
turn them back to Ginn, Inc., this kind of activity and
perhaps cause us not to administer responsibly, etc.
e)
Maintain Professional Integrity. I am sure Ginn, Inc.
would care to maintain the service, recommendations to
the Planning and Zoning Commission and City Council,
where if another Engineer would take over this profes-
sional continuity would not be assured.
3)
At a later date we can re-evaluate in order to take on these
duties to free up those funds for other projects.
4)
In the management of things and people it is better to manage
by exception, that is, Xevin should attend the regular
meetings, unless I deem otherwise (the exception). Due to
extenuating circumstances, Kevin was not in attendance at the
Planning end Zoning Commission meeting on Monday, September
19, 1988. A drainage question came up on one case that could
have been more fully answered by the development reviewer and
a Commissioner "caught" the fact that there was not 105 feet
of right-of-way on Parkway Boulevard, at the intersection of
Denton Tap Road; however, it is on the Denton Tap Road
Construction plans as proposed 150 foot right-of-way.

Additionally, we have the Planning and Zoning Cow..tssion very
sensitive to how much support they are getting. Changing the
game plan won't help matters any.
I am not sure what direction there was in mind about the level of
funding, the staffing and the work load with current given budgets, etc.
Can you provide me a summary of man-hours, that Oinn, Inc., spent on
Coppell work by project or work activity, for the last twelve (12)
months or so, in order for us to better define the engineering work load
for future projections, coverage, etc. Thanks.

of Ginn, Inc., I have researched our records and offer the
following cements.
During the past four months, our firm has averaged billings of
approximately $8,500.00 per month, of which $1,700.00 was for P&Z
activities, $3,000.00 was for City Engineer functions, and
$3,800.00 was for special
monthly billing.

In order for you to plan
you budget the following:
Services - $5,000.00 per month for special projects which are
used to support your City Engineer position. As you are aware,
there is no way to predict, with accuracy, the work load that
will be demanded by the public for special projects.
If P&Z actiwities pick up, increases in platting fees should also
pick up. Any significant, new, special projects can be approved
and funded, depending on their priority.
I trust this is the type of information you need. We can discuss
this at our Thursday meeting.
