Griffin, P.E., City Engineer Interiocai Agreement with Dallas County regarding street improvements within the City ST 932{>~ Sandy Lake Road Project Date: June 22, 1993 I was recently contacted by Bud Beene, Director of Public Works, Dallas County concerning interlocal agreements. Currently, Dallas County is in the process of providing design services for Sandy Lake Road from MacArthur Blvd. to the east Coppell City Limits. Prior to beginning work, they provided an interlocal agreement for the City to enter into very similar to the ones previously entered into on projects which they have designed for the City of Coppell. When I received the interlocal agreement in September, 1992, I processed a copy of it to Larry Jackson asking for any comments or concerns. I have enclosed a copy of Mr. Jackson's memo. Apparently, Mr. Jackson had some concerns with various aspects of the interlocal agreement. At that point, the interlocal agreement did not proceed forward. Recently, I read in the paper a comment from the Director of Public Works of Dallas County stating that the City had entered into a interlocal agreement concerning the design of Sandy Lake Road. Upon our research, I again confirmed that we had not entered into a interlocal agreement and brought this to Mr. Beene's attention. There was some concern on Mr. Beene's part that the County had proceeded with the design of Sandy Lake Road and the City had not entered into a interlocal agreement. It is imperative that the City proceed with the execution of an interlocal agreement so that the County can proceed with the design of Sandy Lake Road. I have discussed the interlocal agreement concept with Mr. Beene at length and it is my understanding that the initial interlocal agreement (copy attached along with Mr. Jackson's initial comments) is a general interlocal agreement. It generally defines the types of services to be provided by both the County and the City. While it does define certain City responsibilities, it carries no financial obligations with it. Mr. Beene has conveyed to me that as the project design is completed and the County is ready tO begin construction then they will provide a supplemental interlocal agreement. The supplemental interlocal agreement will detail the City's cost of participation in various items. Those items could be sidewalks adjacent to the roadway, utility relocation mused by grade problems with the pavement, pavestones at intersections, etc. Mr. Beene said that if the City chooses not to enter into the supplemental inteflocal agreement and provide funding for the various items, then the County has two options: 1) they can shelve the project and reallocate the funds to a different project, most likely Belfline Road between Denton Tap and MacArthur Blvd., or 2) they can reassess the situation and see if some scope of the project can still be constructed with the available funds. I am bringing forth this inteflocal agreement at the July 13, 1993 City Council meeting and as such I would appreciate any comments you may have on the interlocal agreement by June 30, 1993.
