Box 478 Coppell, Texas 75019 Re: Sandy Lake Road, Project 91-830 (Mac Arthur Boulevard to Coppell City Limits) Dear Mr. Griffin:' I am writing in regard to your letter dated March 15, 1993 which provides us with your review comments on the curb and right-of-way alignment plan for the above section of Sandy Lake Road. There are a number of comments which I feel needs further clarification and/or discussion. I will discuss your review comments in the order they appear in your letter. Comment/Discussion Item No. 1: The County has no problem with our consultant including the brick pavers as required by your streetscape plan providing the City of Coppell fully understands that they will b e responsible for the cost of funding the construction of this item of work. Item No. 2: Landscaping can be provided as an item in our construction contract however, we will expect the City of Coppell to provide the design and plans for this landscaping and to be responsible for the cost of funding this item of work. Once, we have a curb and right-of-way alignment plans that the city of Coppell feels is.acceptable the County will be more than happy to provide you with the plans needed for your neighborhood meeting and/or public hearing. We will be more than happy to attend but will expect the City of Coppell to conduct the meeting. 411 Elm Street Dallas, Texas 75202 653-7151 April 28, 1993 Sandy Lake Road -- Project 91-830 Page 2 Item No. 3: Building the inside four rather than the outside four is a stipulation which is causing us our greatest concern. We hope that the City will review this more objectively and reconsider its ~3~/ request. Some of the problems created are: ~ ~-~/ 9/1% Requires about a 3 inch lower gra~e (added J/ _.~</ ' cost for add%tional roadway excavation). .%~-'.~ 2) Future widening requires relocation of inlets .~\ ~ (added cost). . . . _ ~ ~ 3) Future widening will require re£oca~lon oz street and traffic control signs (added cost). 4) Utilities poles might have to be relocated another time (added cost). 5) Fire hydrants and water meters might have to relocate another time (added cost). 6) Most importantly the property owners and businesses must endure an additional disruption to their driveways and the loss of customers when the additional lane is added. It is our feeling that the business properties along Sandy Lake Road would rather forgo the buffer adjacent to their property than have to endure the disruption which would be created with the construction of the outside lane. Please provide additional information regarding the type of commitment made in the 1990 Bond Program and whether the property owners understood or were aware of the consequences of building the inside rather than the oUtside lanes. If they were not made aware of the negative aspects of this issue it is suggested that the City of Coppell consider holding a neighborhood meeting or conduct a poll of the property owners. The issue of building the inside vs the outside lanes is a matter of grave concern to us. Item No. 4: Item No. 5: No comment. Please provide detailed design and layout information for our consultants on providing a full pavestone intersection. The cost of funding this construction will be the responsibility of the City of Coppell. April 28, 1993 Sandy Lake Road -- Project 91-830 Page 3 Item No. 6: Item No. 7: We will expect the City to provide our consultants with the necessary information for showing the location and type of conduit needed for irrigation and street lighting when the preliminary plans are submitted for review. These are also items which require funding by the City. Ae The median openings which have been shown are felt to provide the best access opportunities to serve the abutting properties. An opening has not been planned at Kimbel Court because it falls too close to the intersection of Mac Arthur Boulevard to safely accommodate one when Sandy Lake Road is fully developed as a six lane divided roadway. Kimbel Court is only 600 feet long and east bound traffic can easily access this street by traveling north on Mac Arthur Boulevard to Village Parkway (about 600 feet north of Sandy Lake Road) and east on Village Parkway to Kimbel Court. If access for emergency vehicles to Kimbel Court is the main concern - it is suggested an area across the median be paved with pavestone and a laydown curb. Be With regard to the two openings to serve the shopping center on the south --- this center has some 1000 feet of frontage on Sandy Lake Road and it is felt two openings are warranted. The opening at station 25+00 provides the added opportunity to serve property owner on both sides of the roadway. The matter of landscape areas in the median require by City rules and regulations is one which the City of Coppell needs to address. Your review of these plans should have established where and what median openings the fcity wanted to include on this project. If ~ the need for median landscaping is more <important than ingress and egress for the /abutting prope.rty owners please feel free to L close any openings you wish to close. April 28, 1993 Sandy Lake Road -- Project 91-830 Page 4 Item No. 8: Please be advised that we will attempt to provide driveways at all locations currently served by a driveway. The width of drive which we will provide will attempt to match the width of the existing drive whenever possible. Item No. 9: No comment. Item No. 10: It was our understanding that the normal driveway radius would be 10 feet for this project. If there are driveway radius which you feel should be larger we asked that you simply note it on the plans. You should however be aware that the existing drainage structures at the drives into the shopping center will not permit the larger radius without the reconstruction of the structures wingwalls. ~The cost to modify these structures to obtain 20 foot drive returns is a cost the City of Coppell Item No. 11: will be expected to provide. Please advise us as to whether or not 20 foot radius are still desired at these locations. A 60 foot minimum median opening will be provided at all locations as requested. Item No. 12: No comment. Item No. 13: A. The 600 foot centerline radius for curve #1 was planned with a 1/2 inch per foot superelevation in both lanes and a design speed of 40 MPH. To increase the radius to 850 feet will require about 1/4 inch/foot superelevation to get a 45 MPH design. Be The amount of additional right-of-way require along the south side will be greatly increase even with the 850 foot minimum desired radius. The existing drainage channel on the south side will require relocating further south. An existing 4 barrel 8x10 foot box culvert will require reconstruction and one apparent access structure crossing the channel will need to be removed or reconstructed. April 28, 1993 Sandy Lake Road -- Project 91-830 Page 5 It does not appear that the City of Coppell development planning along Sandy Lake Road envisions a 850 - 1000 foot radius or design speed of 45 - 50 MPH and it is requested that you seriously reconsidered this request. Item No. 14: The 12 foot minimum drive width is meant to occur at the property line or 10 foot back of the curb is it not? Item No. 15: A left turn lane will be provided. We did not originally provide one because this opening was intended to act as a distance break of about 1000 foot between openings. If distance breaks are not desired this opening can be closed since it only serves a residential property. The turn lane was not provided at this location because the median width is adequate to shelter one or two vehicles making a left turn, and a turn lane was not felt to be necessary. Item No. 16: No comment. Item No. 17: An intersection or driveway which has a median in it permits the width of the opening to be reduced. Vehicle turning templates clearly show that a reduced width is possible, this provides a minor cost savings. If Riverchase will someday extend to the north or if you just want the wider opening we will be happy to accommodate your wishes. Item No. 18: We are not familiar with the type of vehicle usage for the drive at 49+40 left, but it appears to only provide access along the Dallas Power and Light Company power line. A 40 foot width at the proposed property line with 20 foot drive radius will accommodate a WB-50 vehicle. If the City desires a free right turn for this or any other location or wants to maintain a 175 foot drive opening at the curbline for the drive please let us know. Item No. 19: No comment. Item No. 20: See our comment under 15. April 28, 1993 Sandy Lake Road -- Project 91-830 Page 6 Item No. 21: With regard to the drive at sta 69+00 (left) it has not yet been determined as to how access will be provided. This will need to be determined after the location of the west end of the bridge has been established. Item No. 22: No comment. We will be happy to meet with you and or members of your staff to review our comments and in p.articular those which we feel c~eed\ further clarification and/or discussion, particularly Comment 10 and 13. We also feel a meeting may be necessary to .discuss the matter of the 2 foot freeboard vs i foot freeboard required by your/ Floodplain Management Ordinance and whether or not an appeal~ process is provided for the freeboard question.
