RE: Ordinance Amending Chapter 18 of the Master Fee Schedule lb the Code of
Ordinances, more specifically Article 18-11 entitled "Street Prorata Charges"
Dear Pete:
I am in the process of providing an agenda item that will go forward to the February 9, 1993
City Council meeting requesting a revision in our prorata charges for the stretch of Sandy Lake
Road from MacArthur to the east city limits of Coppell. The request for the reduction in escrow
along this stretch of road is made to more accurately reflect what the City's cost will be.
Currently, Dallas County is in the process of providing the cost fot the engineering design and
the actual construction of the paving for this stretch of Sandy Lake Road. The only cost to the
City will be in the form of design and cost for the relocation of any utility conflicts; the cost of
brick pavers, including the entire intersection of MacArthur and Sandy Lake Road; the cost of
sidewalks; the cost of right-of-way; and the cost for any other amenities requested by the City
of Coppell.
I have tried to remove the items from our prorata ordinance that was approved by Council on
September 8, 1992 that dealt with the specific items that Dallas County will be funding. Those
included excavation, subgrade preparation, lime, paving, drainage, and engineering. When those
items are removed, it appears as though our cost will be in the neighborhood of about $27.50.
However, there are still other amenities, including the brick pavers, that were not considered
when the prorata costs were calculated. Also, the City will have an entry sign located at our
east city limits on Sandy Lake Road. Because of these amenities, it is my recommendation that
we revise our prorata ordinance for this stretch of Sandy Lake Road to be $35.00 per front foot
adjacent to Sandy Lake Road. This item is being brought forth at this time so that the actual
fees can be calculated for a plat currently proposed adjacent to Sandy Lake Road at Riverchase
Drive.
If at all possible, I need the Ordinance by Monday, February 1, 1993, so that it can be
