Dear Alan,
Enclosed is a current status report on the road projects from the
199]. Dallas County Bond program. One correction to Bud's report -
in the last paragraph we should say that these locations have
received current year plan designation in the Regional Transit Plan
for funding under the Congestion Mitigation Air Quality category
of ISTEA.
In addition, the Turnpike Authority Board has recently approved the
construction of a toll tunnel under Addison Airport that will
connect Keller Springs Road. This project should continue
regardless of the outcome of negotiations between the County and
the Turnpike Authority concerning transferring Dallas County
tollway operations to the County.
In the recent election, I was re-elected for a new four year term
beginning January 1, 1993. I look forward to working with you
during the coming years. Thank you for your continued confidence
and support. Please tell me whenever you believe that I, or Dallas
County government, can or should do better. Together we can make
this an even better place.

Design north bound 3-lanes of 6-lane divided thoroughfare (southbound lanes
existing)
Design to include double left turn lanes and right turn lanes at Spur 348, Walnut Hill
Lane, Royal Lane, Buffalo Boulevard with provisions for right turns at two additional
locations
Provide Geotechnical Subsurface Investigation for bridge structures (Hydraulic studies
will not be required)
Provide rights-of-way documents
Prepare complete construction plans and documents
City of Dallas
Regal Row, Project 91-837 (Railtran RR ROW/formerly CRI & PPR to
IH35E/Stemmons Freeway)
Length of Project = 2.10 miles
Scope
Perform all design and ROW surveys
Design outside 4-lanes of ultimate 6-lane divided thoroughfare (reconstruction of
existing pavement) Design to include bike lanes and some roadway realignment
Prepare rights-of-way documents
Prepare complete construction plans and documents
Prioritization for construction funding for the thoroughfare projects will be based on projects where
right-of-way acquisition and utility adjustments are completed. Every effort will be made to
coordinate these efforts with the respective cities.

On November 10, 1992, the Commissioners Court approved a reallocation of bond funds for certain
projects. The reallocation revised when funds would be expended for these projects. No
adjustments were made on how much will be expended for the projects. The impacted projects
were intersection improvements at the following locations:

Trinity Mills at Old Denton Road
Inwood Road at Park Lane
Coit Road at Belt Line Road
Josey I_ane at Belt Line Road
Dallas North Tollway at Spring Valley Road
These locations have also received funding from the Intermodal Surface Transportation Efficiency
Act (ISTEA) under the Congestion Mitigation Air Quality (CMAQ) category. This program requires
a 20 percent match from local government. Adequate funding remains in the impacted projects to
meet this requirement.
