Svererup Corporation 4311 Oak Lawn, Suite 300 Dallas, TX 75219 RE: Elevation of Street in Relation to Floodplain Dear Mr. Westin: At the October 8, 1992 concrening this project, I recall a comment made by Bill Jessup, of Dallas County, that the top of curb should be 1 foot above the floodplain elevation. Our Floodplain Management Ordinance requires "A freeboard to the lowest top of curb of two feet in the effective FIS base flood or one foot in the design base flood, whichever elevation is greater, for Freeways and Major and Minor Arterials". This stretch of Sandy Lake Road is a major arterial on our Thoroughfare Plan. Therefore, the elevation of the top of curb should be as directed in our Floodplain l~[anagement Ordinance. Utilities, Bridges, Roadways and other Public Use Facilities a. All public utilities includi~ operational pumps, transformers, switchin_~ equipment, and related mechanical and electrical equipment and facilities for sewer, water, gas, electrical, and comm~mication systems shall be located and constructed to minimize or eliminate infiltration and damage during floodi~ conditions. b. All public utility equipment a~d bridges shall be desil~ned to remain operable and accessible with a minim,,m of 2 feet of freeboard above adjacent base flood elevations or 1 foot above design base flood elevations, whichever is higher. c. 'Roadways and parki~ Io~s shall be designed to remain usable and accessible with adequate elevation ~bove the base flood as follows: (I) A 'fr~ m the lowest top of curb of tw~ feet in the effective lrlS base flood or one foot in the design base flood, whichever elevation is greater, for Freeways ami Major and Minor Arterials. (2) A freeboard to the lowest top of curb of one foot in the effective FIS base flood or the desilu base flood, whichever / elevation is greater, for CoUecu~r Streets. (3) A minimum pavement flow-linc~ elevation no lower than the effective FIS base flood'or the design base flood, whichever elevation is greater, for Residential Streets and for Parki,~_~ Lots. d. Provisions for the contninment, treatment and/or removal and disposal of possible spillage or discharge of fuels, hazardous materials, or wastes related ~o the operation or maint,,,,,,nee of public utilities shall be clearly identified i~ cons~ drawi~s and an emergency operations plan, or an assessme~ of impacts of release of pollu~nts of any kind, shall be prepared and approved by the Floodplain Administrator.
