Pre-Design Meeting and Notice to Proceed
Dear Mr. Weston:
On October 8, 1992, the Pre-Design meeting was held for the subject
project at the Public Works Department, 411 Elm St. Attached are
the minutes from this meeting and a list of the attendees.
Please advise me, in writing of any item that does not meet with
your understanding of the meeting and provide certificates of your
required insurance coverage.
High density disks containing the county'standard design sheets,
right-of-way plat sheets, and asample set of contract documents
and proposal (in Word Perfect) along with a blue line hard copy of
each sheet will be available shortly at a nominal cost. I'll call
when its ready.
This letter, serves as your notificationto proceed with the design
of this project. Please call if you have any questions regarding

PRE-DESIGN MEETING
OCTOBER 8, 1992
DESIGN ISSUES - PAVING
Provide 4 separate top of curb grades Prop. Right Top of Curb,
Prop. Right Median Top of Curb, Prop. Left Top of Curb and
Prop. Left Median Top of Curb.
2. Minimum gradient to be used is 0.50%.
The outside curb grades should be set approximately six inches
below the ground line at the right-of-way line. Ponding of
storm water on private property is to be avoided.
Typical roadway section will consist of 2-24 foot roadways
(face to face of curbs) separated by 42 foot median with 10
foot parkways. The 42 foot wide median permits future
widening to 2-37 foot roadway separated by a 16 foot median.
This section should be verified with the City of Coppell.
The roadway will consist of 8-inch reinforced concrete
pavement on a 6-inch, 6 percent lime stabilized base with 6-
inch monolithic integral curbs. The concrete pavement
strength required shall provide a min. average flexural
strength of 650 psi.
Driveways will be of 6-inch reinforced concrete from the back
of curb to the property line. They will match in-kind the
material back of the property line. City of Coppell driveway
standards are to be used.
Existing utilities shall be shown in both plan and profile on
the paving and drainage sheets.

Alignment of right-of-way and roadways at the eastern end to
be coordinated with Charles Gojer, P.E., Gojer & Associates,
Inc. who will be working on the section east of the Coppell
City Limits.
Left turn lanes are to be provided at all street
intersections, driveways which are major traffic generators
and at other locations to be determined by the city/County.
DESIGN ISSUES - DRAINAGE
1. According to Ken Griffin, city Engineer for Coppell the City
of Dallas drainage design criteria should be used on this
project.

Pre-Design Conference
The mainline trunk for the storm sewer system is to be
generally located under the pavement on the side of the
roadway which has the greatest contributing drainage area.
The design of the mainline system should however take into
consideration conflicts with existing underground utilities
and construction sequencing.
Box culverts, if needed, will be set up for alternate bids
(pre-cast or cast in place) in the bid documents.
Lateral storm sewer lines in general shall connect to the
maintrunk at the spring line at a 60 degree angle.
DESIGN ISSUES - GENERAL
1. Specifications will be TxDOT standard specifications for
construction except for city water and sanitary sewer which
will be NCTCOG.
2. DWU benchmarks should be used but coordinated with Coppell.
UTILITIES
City of Dallas Water Utilities has indicated that they serve
the City of Coppell and have a 60 inch steel line & 30"
pretensioned concrete distribution line in Sandy Lake Road.
Consultant is free to contact Daniel Saldana about the
existing plans on this and any proposed design that may be
underway at 984-4620.
A new 60-72 inch distribution line 30 ft north of the existing
60 inch steel line is in the early design stages. Feel free
to contact Joe Carter, P.E. with Shimek, Jacobs and Finklea at
361-7900 about their design.
consultant is responsible for contacting utilities and
requesting on site meetings as needed for assistance in
accurately locating their facilities both horizontally and
vertically.

DWU stated that if relocation/adjustment of their 30 inch or
60 inch distribution line was required that it could only be
done in the winter and that the line could not be out of
service for more than 12 hours.

Consultant should contact the City of Coppell City Engineer,
Ken Griffin at 393-1016 to determine what utilities may be
involved and which ones are franchised utility companies.

RIGHT-OF-WAY
In general right-of-way is expected to be obtained equally
from both sides of the project to provide a 110 foot wide
right-of-way unless, because of existing topographic features
it is more economical to acquire more ROW from one side than
the other.
The need for drainage easements, slope easements and
construction easements should be clearly shown by the
consultant.
CITY ISSUES
What amenities does the City of Coppell wish to be included in this
project and are they able to be funded by the City, Landscaping,
sidewalks, traffic signals, right turn lanes, street lighting, city
utility betterment work, traffic markings, etc.
The City of Coppell indicated they would want their standard
drawings used with this project which would include brick
pavement at crosswalks and barrier free ramps.
Coppell requested that the pavement be extended through the
intersection of Mac Arthur. The pavement should be extended
200 ft to the W. of the W. property line of Mac Arthur and
appropriate temporary pavement transition provide W. of the
end of the pavement.
Coppell indicated that traffic signal conduit and possibly
street lighting conduit will probably be needed. Also,
sprinkler system will be required. The City of Coppell will
be responsible for the design of sprinkler system and
providing information on the locations for signal and lighting
conduit.

City of Coppell was advised that they would be responsible for
design of any water and sanitary sewer
relocations/adjustments.
CONTRACT ADMINISTRATION
1. Consultant should become familiar with all provisions of the
contract with Dallas County.
2. Contract is between the Consultant and Dallas County· No
other agency is authorized to give directives or to approve
payment of invoices.

Consultant shall provide Dallas County with copies of any
correspondence with other public agencies and utility
companies relative to the engineering design of this project.
A Design Progress form and Bar Graph Schedule needs to be
prepared and updated monthly.

Partial fee payments will be made as stipulated in the
contract. Substantial and complete documentation will be
required before payment can be considered.
Proposed alignment study, preliminary paving profiles and
preliminary drainage area map must be submitted before the
first incremental invoice will be considered for payment.
Insurance certificate for errors and omissions coverage need
to be submitted.
