MEETING 12/17/87: Item tll: Gateway Park at Coppeli - FINAL PLAT Commissioner Weaver moved to recommend approval of the final plat with the following six stipulations: 1) That Council give consideration to moving a present extension of Bullock Drive to instead line up with the Howell Drive, in fact abandon the Bullock extension as shown on the platl z) Consideration be given to abandoning Southwesteim Right.f-Way where it adjoins present Denton Tap Road or making that one lane, one way east bound; 3) Consideration bo given to making the Right-of-Way for Gateway Boulevard a minimnm of 100 feet; and that consideration be given to the applicant for a setback variance adjacent to Gateway Boulevard 4) That funds be escrowed by the applicants for the future construction of Cowboy and Southwestern Drivel 5) Fair portion of funds be escrowed for F.E.M.A. requirements as may occur in the future upstream of the proposed developmentl 6) That consideration be given to additional Right.f-Way requirements of Freeport Parkway on the west side of the proposed development. Commissioner Tun.ell then brought up a questions regarding the possibility of amending the motion to include the requirement of Gateway and Metro being consf~ucted before August ZZ. Commissioner Weaver then amended the motion to include the seventh (Tth) stipulation as follows-' 7) That the applicant make improvements to Gateway and Metro Drive prior to planned completion on August ZZ~ 1988. Commissioner Tn-nell seconded the motionl motion carried (5-0-1) with Chairman Munsch and Commissioners Green, Thomas~ T-nnell and Weaver voting in favor of the motion, and Commissioner John-on al~taining. CITY MANAGER'S COMMENTS/RECOMMENDATION FOR AGENDA ITEM I. Item #8 CITY COUNCIL AGENDA DATED: January 12, 1988 II. COMMENTS/RECOMMENDATION: It is staff's opinion that the intersection of Beltline and Gateway will ultimatsly be one of the most active intersections in this City. The Planning and Zoning Commission has been concerned about the design and flow of traffic in and around this area. They had requested a meeting with City Council, but upon the advice of the Mayor, met with staff to discuss their concerns and seek input from our traffic engineer. That study and input was provided and the plan has now been approved. STF.REPORT/FORM PZACN2 CITY OF COPPELL PLANNING AND ZONING DEPARTMENT STAFF REPORT TO: FROM: RE: REQUEST: Planning at Zoning Commission Chairman and Members Taryon Bowm&n, P & Z Coordinator Staff Report for Gateway Park at Coppell, Final Plat Approval of Final Plat, Plans and Variances HISTORY: In 198Z, Gateway Business Park was approved by the City, but the petitioner did not file the plat with Dallas County, and has been deemed null and void. The original intent of the plat was to develop a rail-served industrial park on this site. April, 1980, the plat (total acreage of Zll.1) was refiled with the City. On June 10, 1986, the preliminary plat was denied by the City Council. At the petitioner's request, a work session was held with the City Council for this project on October Z1, 198/). During the work session, the offset intersection of Beltline Road, Denton Tap Road and Southwestern Boulevard was discussed. Several alterations regarding the road alignment of Southwestern Boulevard were considered. Discussion was held by the City Council regarding alternatives for improvements to this intersection. The general consensus of the City Council was to extend Bullock into (the new proposed) Gateway Boulevard and to leave Southwestern Boulevard as a two way road. No final decision was made at this time. The applicant filed a revised preliminary plat in November, 1980, containing a total of 3ZS acres of land. On January 10, 1987, the preliminary plat was approved with the stipulation that asphalt be replaced with a concrete sheet at the time of construction of the development. SPECIAL INFORMATION TRANSPORTATION: The site abuts Beltline Road (east-west and north-south) and the existing Southwestern Boulevard. Du~ing the work session between the City Council and the petitioner, several plans as to the outcome of Southwestern Boulevard and Gateway Boulevard were discussed. The Comprehensive Masterplan for Coppell indicates that (the proposed) Gateway Boulevard is to be a six-lane divided thoroughfare for the extension of Beltline Road. UTILITIES ANALYSIS Staff requests that a stipulation be placed on the plat requiring the construction of proposed Gateway Boulevard (segment from Beltline Road to Metro Drive) and Metro Drive (segment from Gateway Boulevard to Southwestern Boulevard) be completed by August ZZ, 1988, said date being the contract completion date for the City's Beltline Road project. This work is to be done under separate contract between the developer and his contractor. The applicant has requested that the construction of Phase I be completed one (1) year from the date of approval of the final plat; however, staff requests that the developer adhere to the contract date of August ZZ, 1988. The developer has expanded Freeport Parkway to be shown as a fifty foot (50') R.O.W. from the centerline of the street pavement. Staff; however, requests an additional five feet (5'), since Freeport Parkway is to be a major arterial with six lanes. The applicant argues that the Comprehensive Masterplan indicates that Freeport Parkway is to be a PD-6 (Primary six-lane divided roadway) with his portion being 50% Staff argues that a six-lane divided roadway as described in the Subdivision Ordinance, requires a total of 110' of R.O.W. Since the Subdivision Ordinance is the City's established rules and regulations, and the Masterplan was designed to provide guidance for the City's future developments, the Subdivision Ordinance (which is signed by the Mayor and adopted by the City) takes precedence over the Masterplan in the opinion of staff. Bullock Street is shown to be ZS' R.O.W. on the preliminary plat and 40' on the final plat for Gateway Park at Coppell; however, staff requests that the R.O.W. to be shown as $0' with a street pavement width of Z8', thus allowing medium size commercial trucks to travel onto Bullock Street. The Developer must escrow money to the City of Coppell for one-half (¼) of Southwestern Boulevard and one-half (~4) of Cowboy Drive. This amount is based on an assessment of $100.00 per linear foot of frontage. Thus, $345,953.00 is required for Southwestern Boulevard, and $38Z,373.00 is required for Cowboy Drive. Therefore, a total of $736,966.00 is to be escrowed to the City of Coppell. The Developer shall be assessed for the actual cost of one-half (M) the roadway widths when construction is completed and the escrow account shall be adjusted accordingly. The owner wishes to have this requirement waived at this time. Staff has requested particular water line easements of the applicant and these easements have been added to the plat; however, the applicant wishes to discuss the issue with the Planning and Zoning Commission and the City Council. The use and the development of this site will need to satisfy the Light Industrial (LI) zoning requirements, as outlined in the Comprehensive Zoning Ordinance for the City of Coppell. At this time, the individual lot owner has not provided specific building layouts for this site; however, as this site is sold off and developed, each developer must replat the lot or lots. These lots must adhere to the Subdivision Ordinance which is in force at the time of replat. All applicable development codes for the City of Coppell (ordinances, building permits, etc.) shall be enforced, and the individual lot owners will be required to pay applicable fees prior to replatting. These fees shall include, but not be limited to; Water & Sewer Availability, Sewer Connection Fee, Water Tap Fee, the Construction Permit Fee and the Filing Fees. The Maintenance Agreement has been placed on the final plat. Staff has reviewed ~he agreement, but requests that the owner include a note on plat that the "Owners Association shall be required to maintain Grapevine Creek R.O.W." and also to delete the information regarding '... (with the exception only to the Grapevine Creek R.O.W. of which the Owners Association shall provide the maintenance of )." Staff has no objections to the City accepting the easement; however, we cannot maintain any sloped area greater that 4:1. All slopes greater than 4:1, would require special machinery to maintain those grassy areas. As indicated on the final plat, the owner wishes to change the name of the existing Gateway Boulevard to Airline Drive, and the street that will connect to Beltline (east-west) will be called Gateway Boulevard. The owners had requested that the name of Gateway Boulevard be changed to Cotton Road, but now request the name to be Airline Drive. VARIANCES REQUESTED (a) R.O.W. of proposed Gateway Boulevard to be 85 feet as shown on the final plat. (b) Requesting the landscaping of the parkways to be completed as the individual lots are developed. (c) Requesting the appropriate site development fees to be paid as the individual lots are developed. (d) Additionally, the applicant requests that the City approve the name change of Gateway Boulevard. MAJOR ISSUES (1) Staff requests that a stipulation be placed on the plat requiring the construction of the proposed Gateway Boulevard (segment from Beltline Road to Metro Drive) and Metro Drive (segment from Gateway Boulevard) to be completed by August ZZ, 1988. (Z) 55' R.O.W. (developer's portion) for Freeport Parkway. (3) (4) Waterline easement to be secured. Money to be escrowed for the construction of Cowboy Drive and Southwestern Boulevard. (If money is not escrowed, the City should secure from the owner, some type of letter of credit, indicating the owner's intent. Staff recommends that half streets not be allowed. ($) (6) (8) Owner to accomodate FEMA requirements for Grapevine Creek Channel to enable their issuing a map revision. Owner to provide the City of Coppell an executed and notarized construction easement instrument prior to the City Council meeting. Maint en'ance Agreement to indicate that the Homeowner's Association will maintain the Grapevine Channel easement. Half-streets are discouraged. Bullock Drive (extension) to be 50' R.O.W. SUMMARY Gateway Park at Coppell Final Plat has been extensively reviewed by the City staff. The comments listed above reflect the major concerns regarding the final plat.
