At the November 26, 1985 City Council meeting, we were asked
to look into a citizen's complaint, Ms. Ann Gaston who
resides at 644 Parkway Boulevard, regarding the drives to the
"Parks Apartments' site across the street from Ms. Gaston.
She complained that the driveways appear to be aligned
directly across from her home and those of some of her
neighbors. Since a lot of the homes fronting Parkway
Boulevard have front bedrooms and the traffic generated by an
apartment complex could become a problem with the lights from
the apartment site shining directly into the homes across the
street at all hours of the night, she asked the council to
look into the situation.
This project has been approved by P & Z and Council in its
final form. It does appear the drives line up across from
some of the homes, but any location along Parkway Boulevard
for ingress/egress will cause the same problem, only with
other homeowners. Mike Easley, owner of the project tried to
contact Ms. Gaston on Friday, November 29, 1985, to offer a
possible solution. They are sympathetic with her situation
and are willing to try and satisfy her in any way reasonable.
They are willing to offer to purchase curtains or mini blinds
on the apartment site, they are willing to realign the drive,
within reason, and still be within the restraints of the
subdivision ordinance, if we approve the plan. We do not
think a realignment is the total solution because it will
just cause problems on adjoining neighbors. We asked
Mr. Easley to get with Ms. Gaston and come up with a workable,
amiable solution. We think the landscaping on the apartment
site will help "soften" the harshness of the approaching
lights and additional landscaping on Ms. Gaston's property
may help also.
Mr. Easley is very sympathetic to Ms. Gaston's problem and
they are trying to be very conscientious in their efforts to
help Ms. Gaston. We will keep you and the City staff up to
date on the progress of this problem.
