Our review of the preliminary revised map indicates that the existing channel improvements to Grapevine Creek, between Southwestern Drive and IH 635, have not been reflected in the mapping. Furthermore, it is our understanding that the City of Coppell does not presently intend to include this existing channel in their appeal of the map revision. In a recent conversation with Mr. Matthew Miller of the Federal Emergency Management Agency (FEMA), he indicated that it is the intent of FEMA to reflect existing conditions in studies of this nature. We reviewed the history of Grapevine Creek, the existing channel, the proposed drop structure, and the Conditional Letter of Map Amendment for Grapevine Creek with Mr. Miller. He stated that he would review the situation. Also from our conversation, we understand that the city is responding to the map revision in mid-January 1989. On behalf of our clients, Prentiss Properties and The Southwestern Town Lot Corporation, we are formally requesting that the City of Coppell include the existing cha~nelization in their appeal to FEMA in order that the Flood Insurance Rate Map will correctly illustrate the existing flood plain conditions of Grapevine Creek.
