As requested in your memo of June 24, 1992, I have contacted I. W. Bryant of J.B.M. Consulting
Engineers. You had a phone conversation with him on June 23, 1992 in which he stated that he
might could expedite the improvements of Sandy Lake Road and Belt Line Road through the
County.
On July 16, 1992, I met with Mr. I. W. Bryant. He came by my office as a way of a general
introduction. During that meeting, I questioned him about whether or not he could be instrumental
in providing assistance to the City in implementing the Sandy Lake Road and Belt Line Road
projects through the County. He was very noncommittal in the fact that it could be construed as a
conflict of interest if he worked with the City in the implementation of these projects. He stated that
he would have to be very cautious if the City sought advice from him. However, he did state that
if the City needed assistance in proper routing, procedures or people to speak to about specific items,
he would be more than happy to provide general direction in that regard. It is my imures$ion that
he would not be available to assist us in negotiations or talks with the Cgunty to pursue th~.
Sandy Lake Road and Belt Line Road projects.
I did speak with Bill Jessup of Dallas County on Monday, July 13, 1992, concerning Belt Line Road
from Denton Tap to MacArthur. Mr. Jessup was obtaining preliminary information on any
particulars that the City might have concerning that design. He stated that it is quite possible that
the County could be seeking request for proposals on that stretch of Belt Line Road in the next block
of projects that they let for design. Mr. Jessup said it is quite possible that the next letting could be
within the next two to three months.
