Box 3067 Dallas, Texas 75221-3067 Re: Traffic Light Synchronization Grant Extension Dear Mr. Wallen: Shohre Daneshmand, P.E., with the City of Coppell was successful in acquiring a grant for the above referenced item in February 1992. Due to some design and procurement delays it became apparent that an extension would be needed in order to continue the grant reimbursement process. Barton-Aschman and Associates Inc., who represents the City as our consultant, recommended the request for extension in December 1992. The city sent a request to the State on December 16, 1992. On January 18, 1993 we received the amendments from Pat Hickman with the Traffic Safety Office in Dallas. We immediately began the process of getting these documents to the city Council for their approval and the Mayor's signature. This was placed on the February 23, 1993 Council agenda and was consequently passed. The Mayor then signed the documents on March 1, 1993 and we returned them to Pat Hickman on March 9, 1993. During this time there was no indication from the State that there was a deadline for the return of these amendments. In fact, we were led to think that this was approved and that the signed amendments just needed to be forwarded as soon as possible. On Tuesday, March 16, 1993 Pat Hickman contacted the Director of Public Works and told him that Austin wouldn't sign the documents because they were past the contract completion date. This, of course, is of great concern to us. The activity surrounding the extension request was all done in good faith and under the direction of the State. It is our understanding that all issues that were completed prior to February 5, 1993 will be covered by the grant funds, but those outstanding since this date will not be covered. The project is 95% complete at this time and we would like to see it funded through the extension request period. City staff would like to meet with you as soon as possible to discuss this matter in hopes that you may be able to assist us in our endeavor to have the amendment agreement signed.
