Griffin, P.E., City Engineer ~-~ RE: TLS-II Project Date: February 25, 1993 At the February 23, 1993, City Council meeting, there was substantial discussion concerning why the project was late. I have contacted Kathy Mullins with Barton-Aschman (our consultant on this project) concerning why the extension was needed. She informed me that most of the time was lost on the front end of the project. There was a misunderstanding that the City had conduit existing all the way from Wrangler Drive to Parkway Boulevard. In actuality, the conduit only existed from Wrangler Drive to Sandy Lake Road. Because the conduit was not existing between Sandy Lake Road and Parkway Boulevard, the design took longer ,ie., there were two alternatives to design and bid. One alternative was to go underground with the conduit and the other was to go aerial on the existing poles. The final design was to go aerial. Again, Ms. Mullins indicated that the increased design time was where the substantial amount of time was lost. This project has been included in our Major Projects Report to the City Council. In the February, 1993, report, we show the completion of the construction of the project by May 1, 1993. The three month extension will basically cover the months of February, March, and April. This takes us up to the May 1 completion date. Currently, we are waiting on the master controller for the project to finish the installation and start the training process. I have been assured by Ms. Mullins that this project will be completed within the extension granted by City Council at the February 23, 1993 City Council meeting.
