RE: Bid Evaluation - Traffic Signal Improvements along Denton Tap Road
Dear Ms. Daneshmand:
As requested, we have reviewed the subject bid proposals that were submitted October 13,
1992 for traffic signal improvements along Denton Tap Road in Coppell, Texas. Bid proposals
were from:
· Arjang Electric Systems, Inc.; Dallas, Texas
· Durable Specialties, Inc.; Duncanville, Texas
Table A presents a summary of the unit prices and the total bids. As indicated by the bid
evaluation, the Iow bid of $37,620.00 was submitted by Arjang Electric Systems, Inc. The
submittal appears to be in order except for some discrepancies in following the Bid Proposal
submission, procedures outlined in the Bid Proposal, Contract Documents, and Specifications
for Traffic Signal System Improvements. The following procedures were not followed:
· Section 1.3A, 1.6C states that a Bid Security of 5% of the maximum bid price
be submitted with Bid Proposal.
· Section 1 .eA requires two original Bid Proposals be submitted.
The proposal and Bid form submitted by Arjang Electric Systems, Inc. appears to be in order,
except for the discrepancies mentioned. It is our recommendation that the bid be accepted
for contract negotiation after a bid security for 5% of the maximum bid price is received.
Section 1.7B states that after the opening of the Bid Proposals, a tabulation sheet be sent to
all bidders. Table A should be forwarded to bidders to meet this obligation.
