Dear Ms. Daneshmand:
As requested, the purpose of this letter is to define the City of Coppell Traffic Light
Synchronization Program II (TLS II). The TLS II is a State grant program funded under the Oil
Act and administered by the Texas Department of Transportation (TxDOT). Th___~e

each dollar spent on traffic operations comes from traffic timing and coordination
improvements.
The TLS II project includes the following steps:
1. Compilation of Database - We assembled traffic data and information for analysis.
2. Quality of Service Summary - We verified network developed in number 1 and
summarized results in a "Before" study.
3. Implementation of Closed Loop Signal System - We prepared documents necessary for
a bid package.
4. Timing Plan Development - We prepared timing plans for implementation.
5. Assistance in Project Management - We will provide on-going assistance and advice
on fulfilling State TLS II requirements.
6. Timing Implementation and Adjustment - After the closed loop signal is implemented
we will assist City/Contractor in implementing and fine tuning of the signal timing
plans.
7. "After" Study Analysis - We will conduct an after study data collection, simulation,
and analysis for comparison with "Before" study results.
8. Final Documentation - We will document procedures, findings, conclusions, and
benefits of the optimization study.
