Policy under which Dallas County operates gives us a very limited role in road construction within city limits. In fact, other than a state highway, every road and street within a city limit is the property and primary responsibility of that city. The County can construct and participate in maintenance on only those roads or streets that meet a very narrow test making them thoroughfares of area or regional importance (i.e. Sandy Lake, Belt Line, Denton Tap). Through this participation we encourage and help create a countywide thoroughfare system. All other road or street work provided to the city is on a 100% reimbursement basis. In addition, we do not build sidewalks or other local improvements except where we have torn out existing improvements to reconstruct or widen a county thoroughfare. All local enhancements are at the option and expense of the city in which the improvement is located. After encouragement concerning the bicycle and pedestrian lanes from several citizens, Dallas County Public Works Director Bud Beene sent the enclosed memorandum to the city managers of the three cities in which the proposed Sandy Lake/Whitlock Lane improvement is being designed for construction by the County. If the cities wish to fund design and construction of local improvements for bicycle and pedestrian traffic, they need to make that decision quickly. I have discussed this issue with Coppell Mayor Tom Morton. In addition, I brought the issue up with my colleagues at Commissioners Court to ensure everyone clearly understands and continues to agree with the policy. Director of Public Works SUBJECT: Sandy Lake Road Bicycle and Pedestrian Provisions Ms. Rebecca Watson has expressed an interest in providing accommodations for Bicycle and Pedestrian traffic on Sandy Lake Road. (See attached letter dated May 24, 1993). Improvement of Sandy Lake Road, from MacArthur Boulevard in Coppell to Old Denton Drive in Carrollton, was included in the 1991 Dallas County Bond Program. Limited funding for the project was approved by area voters to construct only four lanes of a planned six lane thoroughfare. We have executed an Interlocal Agreement for the Sandy Lake Road improvement project with your City. An increased project scope, as suggested byMs. Watson, will require supplemental funding.
