Box 478 Coppelf, Texas 75019 214-462-0022 JUN 2 J_ 1994 PUBLIC WORKS RE: Sandy Lake Road Project 91-830 (ST 93-01) Dear Mr. Jessup: The City of Coppell has received and reviewed the referenced plans. These plans have also been reviewed by the Public Works Depatiment. A memo addressing their comments is attached to this letter. In addition to the Public Works comments, the City has the following comments to offer: 1. More information on the proposed slopes/grades of the existing driveways is needed. After Sandy Lake is elevated out of the floodplain, will the driveways still be usable or will longer stretches of the driveways need to be reconstructed to provide for proper grades? 2. The City of Coppell is very interested in constructing an additional 3 foot adjacent to the proposed street to serve as a dual function bike path. Therefore, an estimated cost to expand the proposed roadway from 25 foot be-be to 28 foot be-be should be provided. Once that cost has been provided, the City can make the determination as to whether or not the plans should be designed in such a way that the roadway is three foot wider. 3. The section of Sandy Lake Road west of MacArthur should be coordinated with Robert Maly of Rady and Associates at (817) 335-6511. 4. A north bound left mm lane should be provided on MacArthur Blvd. 5. There will be another public meeting on the preliminary plans at sometime in the near future. At that time, we again need to discuss the opportunities associated with eliminating the proposed 38 foot wide driveway at the northeast intersection of Sandy Lake with MacArthur. I am concerned that this driveway could create some potential 10. 11. 12. 13. traffic problems in the furore. The property owner has suggested installing a driveway on MacArthur north of the intersection. It is my opinion that he wants that driveway in addition to the driveways on Sandy Lake. However, there might be an opportunity to install the MacArthur driveway in lieu of his current western most driveway. Along with the construction of Sandy Lake Road, the City will also be upgrading the signal lights and the controller boxes at MacAnhur and Sandy Lake. The cost to accomplish that work should be provided to the City. If that work is currently not a scope of this project, please have Phil Westin, of Sverdrup, contact the City and, with the County's concurrence, the City may enter into an additional agreement with Sverdrup to provide that design as part of the construction plans. By virtue of elevating Sandy Lake out of the floodplain, is water being dammed up on the north side of Sandy Lake? I know that slope easements are proposed, but it is difficult to determine by the plans submitted if there is proper drainage adjacent to or across Sandy Lake to insure that there is no dammed up water on the north side. By virtue of elevating Sandy Lake out of the floodplain, do we have a problem with the clearance under the existing Texas Utilities lines that cross Sandy Lake? The property at the southeast corner of Riverchase and Sandy Lake Road has been platted and developed as Eagle Point Subdivision. It appears as though the right-of- way shown on the plans is incorrect. If Sverdrnp does not have copies of that plat and/or right-of-way information please contact Doug Stevens, of the City of Coppell, to obtain that information. The correct right-of-way should be shown on these plans. If at all possible, the entry pavers on Sandy Lake Road should be located closer to the east Coppell city limits. If that is not possible due to the bridge construction, please let the City know. The bridge over the Elm Fork is being elevated and Sandy Lake is in a horizontal curve at that point. There is a driveway at approximately Station 65+80 that services trailers etc. for the moving of some livestock. Has the sight visibility been evaluated for that driveway considering the speed of the traffic on Sandy Lake, the horizontal curvature on Sandy Lake and the elevation of the bridge? The median nose construction for all intersecting streets along Sandy Lake should be located such that they do not need to be relocated if the fifth and sixth lanes are constructed at some time in the future. In the cross section area of the plans, in several locations you are showing shotcrete on 2 to 1 slopes. I am very concerned about what the finished product will look like. At some time in the near future, we need to talk about this technique and what other options may or may not be available for these slopes. As you are probably well aware, not only functionability but aesthetics is a concern in the construction of roadways in Coppell. 14. 15. At approximately Station 42 +50, I am very concerned about the height of the retaining walls. Additional information will be needed concerning the retaining walls, i.e., thickness, footing, types of material, what the backside will look like, etc. One of the Public Works comments concerns when will landscaping plans be submitted for this project. If landscaping is not a part of your contract, please notify the City so that we can possibly let a landscaping contract that would tie this stretch of Sandy Lake into our proposed section of Sandy Lake between MacArthur and Denton Tap. It is important that some idea be provided for landscaping so that piping for irrigation systems can be provided across the roadway at the proper locations during construction. Once the above changes have been made, the City would appreciate the oppommity to again review the plans. At that time, the marked up plans should be resubmitted with the revised plans to provide for a quicker review of the revisions.
