Dear Alan:
In light of the preriminary design approval of the Lee Elementary drainage plan in conjunction
with the plat approvals for the Coppell Church of Christ and Food Lion grocery store at the
November 13th City Council meeting, I'm writing this {otter to follow up on my request for a
letter confirmation of these approvals. I have talked to Stove Goram who has indicaled that he Is
salisfied with the "Dowdey Plan", as defined in my letter to you of November 2, 1990. I have
also talked to Gary Sieb who has indicated that he iS satisfied the City can approve the proposed
easements, and our right to enter upon those easement to perform the construction work, as
requested in the November 2nd letter.
I would very much appreciate receiving the letter of confirmation of the approvals by
November 20, 1990. At Gary's suggestion I have included below some suggested language to
facilitate this process. I appreciate the cooperative manner ~n which the city staff and the
various property owners affected by this drainage situation have worked together to determine a
mutually acceptable solution. The suggested language for the letter would be as follows:
This letter will confirm that the City Council of Coppell, Texas, In its regular meeting
of November 13, 1990, approved the preliminary plat request for the Sandy Lake
Addition at the request of Food Lion. Jn conjunction with the approval of such plat, the
City Council also approved the preliminary design of a drainage and sanitary sewer
extension plan across the Lee Elementary school site north of the Food I. Jon site, being
the drainage and utility plan referred to as tho "Dowdey Plan" in your letter of
November 2, 1990. Pursuant to this approval the city will permit construction of
drainage facilities as indicated on the Dowdey Plan, subject to City review and approval
of the final engineering plans for those facilities. Futher this letter shall confirm that
the form of the proposed easements for the Dowdey Plan facilities, which were
transmitted with your November 2nd letter, iS acceptable, Upon approval of the final
engineering design of the Dowdey Plan, delivery of the easemenls from the school
district, and compliance with other applicable city ordinances, the City shall grant to
Allen Property Corporation, or its agents, the right to enter upon the easements and
perform the work described in the Dowdey Plan.
