SUBJECT: Grant Application for TLS Funds

The second Traffic Light Synchronization (TLS) Program, supervised by
SDPHT, is a program for optimization of traffic signal timing plans and
the replacement of signal systems. It is our understanding that the total
amount of TLS funds is $5 million state wide. 50% of the available funds
will be evenly distributed between medium sized and small cities, such as
Coppell.
If the project is funded, the local government must contribute 25% of the
total direct costs in matching funds and/or in-kind services. To my
knowledge, once approved, the funds can be requested on a monthly basis
and not up front.
It appears that the City of Coppell has a high chance of receiving such
grant funds, since this would be Coppell's first application, although it
is not definite at this time.
Attached please find three (3) original proposals prepared by
Barton-Aschmann, Associates, Inc. for professional services in the amount
of $1,656.00. Staff recommends that said proposals be executed, so that
the application can be submitted to SDHPT on a timely manner. The
deadline has apparently been changed from July 26, 1991 to August 16, 1991.
