Pecan Hollow Add-CS 900509Jerry Parch Consulting Engineers May 9, 1990 Mr. Gary Sieb Planning Director City of Coppell P O Box 478 Coppell, Texas 75019 214/471-2251 RE: JP No 88009; Pecan Hollow Subdivision; [, Texas Dear Mr. Sieb: In response to your ~ :y regarding the status of issues under discussion between Pecan Hollow and ABQ Development Corporation concerning the drainage channel which lies along the north boundary of Pecan Hollow, enclosed is a copy of my letter of May 4, 1990 to ABQ. This letter was provided prior to the May 8, 1990 City Council review of the Pecan Hollow Final Plat. The enclosed provides our review of the channel improvement alternatives proposed by Pecan Hollow and confirmation that the proposed channel widening and 4:1 south sideslope will be constructed by the developer. Also we confirmed that the developer will construct headwalls at the discharge ends of storm sewers that conform to the proposed channel sideslope. It is my understanding that the Pecan Hollow Final Plat received City Council approval last night with the condition that ABQ and Pecan Hollow came to an agreement on this channel issue. The council approval was also conditioned on the addition to the plat of a minimum of fifteen foot drainage easement in the rear of lots 1-10, Block C, in Pecan Hollow for the channel. This easement will be dedicated to the City and maintained by the homeowners or the homeowners association. Please advise me whether this understanding is correct. It should be pointed out that the flow width under design flow conditions in the proposed channel will extend approximately 23- 25 feet onto the aforementioned lots, or approximately 10 feet past the proposed drainage easement limits. The City Council indicated that the City engineering staff will address this issue. Steps must be taken to prevent encroachments into this ten feet of channel area, that is outside the fifteen foot drainage easement, in order that the flow carrying capacity of the entire channel is maintained. The optional channel design analyzed by Pecan Hollow's engineers, which will limit the spread of flow to a fifteen foot width on the lots in Pecan Hollow, requires additional construction beyond that which is proposed by the developer. 320 Westway Place, Suite 501 · Arlington, Texas 76018 · Metro (817) 467-2418 · (817J 465-0259 Mr. Gary $ieb May 9, 1990 JP No. 88009 Page 2 of 2 I have requested that the developer's engineer provide two copies of the Final Plat of Pecan Hollow, with revisions as directed by the council shown, two copies of the proposed channel cross sections, and a copy of the channel construction plans to our office. I appreciate the cooperation the City has extended to us in this matter and request that this cooperation be continued through the review of the channel plans, preparation of the final plat to be recorded with the county and preparation of agreements and easements.
