DRAFT LETTER
Dear Mr. Vickers:
In our meeting vnth you, Mr. Gary Casteel of GTE, and Mr. Larry Davis oft he City of Coppell on July 21,
1999, we tinderstood GTE was to proceed with the relocatlon of the underground communication cable in the
areas in conflict with the proposed City of Coppell water line along State Highway 121 (See the attached
memorandum dated July 30, 1999).
As outlined in the July 30u' memorandum, the City of Coppell has a permit from the Texas Department of
Transportation for the constnxction Of this water line within the State's fight-of-way. The City's water line
was permitted for a distance of 10-feet off the right-of-way line and the project alignment was set u~ing the
state's right-of-way markers and right-of-way strip map (not the fence lines or tree line). It is very likely that
the permit issued to GTE by Texas Department of Transportation provides for a specific location of your
facility also. We suggest you review the permit and determine if your communication line was constructed in
accordance with the permit issued by TxDOT.
As of the date of this letter, Mr. Larry Davis with the City of Coppell reports no relocation efforts have been
completed by GTE, Mr. Davis has explained that apparently you are experiencing sonie difficulties with the
Texas Department of Transportation relative to your relocation; however, we have received no written
explanation, schedule or request for assistance GTE.
]'he construction of this 12-inch water transmission main is critical to the proper operation of the City's water
system and the health, safety and welfare of the public. It is vitally important that this water line be completed
immediately so that the City can provide adequate service and fire protection to developments in this area of
the City- On behalf of the City of Coppell, we request that GTE proceed with all forces, menpower and
water

1. Following is a letter we have drafted to GTE m an effort to get the 121 water line project moving
again. This letter is just a suggestion to you. Please review and give me a call.
At 12:00 noon today, I received a phone call from a Mr. John Waiter. He is an adjacent propen',/
owner on the 121 water line project and reports the contractor is using his property as a staging
area without permission. I will call and write a letter to the conlzact directing him to resolve this
matter immediately.
