Project Engineer Dallas County 411 Elm Street Dallas, TX 75202 RE: Sandy Lake Road Project 91-830 MacArthur Blvd. to Coppell City Limits Dear Mr. Jessup: The City of Coppell has received and reviewed the above referenced plans and have the following comments to offer: The location of the brick pavers and other aspects of the landscaping need to be in conformance with our streetscape plan. We tried to point out the various locations that will need special attention based on the streetscape plan. If the design engineer does not have a copy of the streetscape please have him contact me and I will be happy to provide him a complete document. There will probably need to be a public hearing on this project at some point to obtain input from citizens on issues such as median openings, eliminations of driveways and other concerns of the specific property owners adjacent to the roadway. As per the information provided for the bond program of 1990, a commitment was made to construct the inside four lanes with a buffer adjacent to the abutting property on the outside. If the other two lanes are needed, then they would be built to the outside of the initial four lanes. Please make this change to the plans. All guard rails along the drainage easements and channels should be at the outside of the 6' 6" minimum parkway. o The entire intersection of MacArthur Blvd. will need to be a full pavestone intersection similar to the intersection at Sandy Lake and Denton Tap Road. Conduit should be provided at all intersections and in the medians for future irrigation systems and median street lighting. -9. 10. 11. 12. 13. 14. 15. 16. 17. Our streetscape plan and subdivision rules and regulations require a 100 foot landscaped area between the turn lanes on medians. The median between Sta. 20+00 and 25+00 does not meet that requirement. Please comment. Also, I am somewhat concerned about providing a median opening to the shopping center to the south when it already has a median opening near Sta. 31 +50 and not providing a median opening to Kimbel Kourt. I am very much aware that a median opening to Kimbel Kourt will not meet our subdivision criteria. However, it is quite possible that based on citizen input and other factors we may need to obtain a variance to have the median opening at Kimbel Kourt. Please respond as to your opinion about the problems that could be associated with the shorter median. I am somewhat concerned about the driveway in the radius at the northeast comer of MacArthur and Sandy I.ake. Please respond as to your thoughts on trying to obtain approval to eliminate this driveway. Also, what effects will it have on traffic capacity or safety if it is left in its current location. Pavers will be required on Kimbel Kourt at its intersection with Sandy Lake. It appears as though a 20' radius is being removed for the driveways to the shopping center and a 10' radius is being reinstalled. Please comment as to why the smaller radius is being designed. The minimum median opening is 60 foot. It appears that at several locations you are proposing median openings of approximately 55 foot. The driveway located at approximatly Sta. 33 +00 should be brought in at a 90 degree angle to Sandy Lake Road or as close as possible. The center line radius for Sandy Lake Road should be a minimum of 850 foot, however, we recommend a radius in the neighborhood of 1000 to 1200 foot. Our design speed for this type of roadway is 45 to 50 mph. Our minimum driveway width is 12 foot. Every attempt should be made to reconstruct at least a 12 foot opening at the back of the curb for all driveways. The median opening at Sta. 40+50 should have a left turn lane constructed in the median for east bound traffic. At least a 150 foot storage area should be provided for the west bound turn lane at Riverchase Drive. A turn lane should also be constructed at the same intersection for east bound traffic. It appears as though you are proposing to narrow the median opening at Riverchase Drive. Please comment as to why. 18. The driveway on the north side at approximate Sta. 49+40 has about a 175 foot opening on unimproved Sandy Lake Road. Are you familiar with what type of usage the driveway is serving and will the proposed width and radius still accommodate that usage? 19. The brick pavers should be reinstalled on Riverchase Drive. 20. The median opening at approximatly Sta. 40+50 appears to be serving a single family residence. Is there any other reason for the median opening? If not, what is the justification for the median opening at this location? 21. There appears to be an existing driveway at approximafly Sra. 69+00 on the north side of Sandy Lake, however, it appears that no provisions have been made to provide access from that driveway to improved Sandy Lake Road. Please comment as to how the property currently being served by that driveway will have access in the future. 22. Our streetscape plan provides for a pavestone entrance to the city on East Sandy Lake Road at the Coppell city limits. Once the above changes have been made to the preliminary plans, the city would appreciate the opportunity to again review the plans. At that time, the marked up plans should be resubmitted with the revised plans to provide for a quicker review of the revisions.
