Pafford, Utilities Superintendent Water System Analysis Information for Rady and Associates Note: Below I have referred to the information request by 'number. Data 1. Collection System Locations and sizes of mains are noted on the 1993 water sewer plans located on the AutoCadd at Engineering. See Attachment A. See Attachment A & B. The City has: Rate of Flow Controller - Property of the City of Dallas and house at the 1351 E. Sandy Lake Pump Station - Range 0 - 13.2 M.G.D. Pressure Regulators At Sandy Lake Pump Station - 6" set @ 125 psi. At Village Parkway Pump Station - 12" set @ 125 psi. There is only one pressure plane in the city, but pressures range from 40-45 on the Southwest side to 85- 90 on the north and northwest sides of the City. Topographic maps are on the AutoCadd at Engineering. The City has no water wells and no treatment plants; however, we do purchase our water from the City of Dallas. The water comes primarily from the Dallas Elm Fork Plant and sometimes water from the Bachman Plant comes to Coppell. The City's contract with Dallas at this time is for 9.0 M.G.D. The current population, land use, and project information can be obtained from the Planning and Zoning Division and Engineering Department of the city. As of February 28, 1994, there were 7,663 active water connections in the City. At this time, the City's policies and ordinances related to water conservation are as follows: Water saving plumbing fixture codes adopted through the city building codes. Between the dates of May 15 and September 15 each year, the city has a mandatory odd/even watering program. This program helps curve the summer peaks and conserves water in the respect that people are not watering every day. This plan will be revised (with Council approval) on March 22, 1994, to allow each customer to water three days a Ce week based on the hundred block of their address (draft plan attached as Attachment C). Data Collection: Water Demands '1. Historical Data. See attached monthly reports for the last five (5) years and monthly flow reports for the past three (3) years (these reports identify flows from the DWU ROFC and both Coppell pump stations. (See Attachment D). See Attachment E. The Water Billing Division can print various types of consumption reports on any type of user. Land use map as referenced earlier can be obtained from the City's Planning and Zoning Division. Meter books can be obtained from our Water Billing Division. Develop and calibrate K-pipe model Staff will work with consultant to obtain this data from system. RADY.HLP ORDINANCE NO. AN ORDIN]~CE OF THE CITY OF COPPELL, TEX~S, ~[ENDING CHAPTER 3, SECTION 3-1-L2 (E) OF THE CODE OF ORDINANCES OF THE CITY OF COPPELL; REVISING THE DAILY WATER USE PLAN; ~ PROVIDING AN EFFECTIVE DATE. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEX~S: SECTION 1. That Chapter 3, Section 3-1-12 (E) of the Code of Ordinances of the City of Coppell, Texas, is hereby amended in part by revising Subsection E to read as follows: E. DAILY WATER USE PLAN Ail persons using water for lawn watering, garden watering, or irrigation during the period of May 15 to September 15 of each year shall do so in the following manner. a) Ail persons with street addresses in the 100, 400, and 600 blocks must conduct all lawn watering, garden watering, or irrigation on Sundays, Tuesdays, and Thursdays. b) Ail persons with street addresses in the 500 and 800 blocks must conduct lawn watering, garden watering, or irrigation on Mondays, Wednesdays, and Fridays. c) Ail persons with street addresses in the 200 and 300 blocks must conduct all lawn watering, garden watering, or irrigation on Mondays, Fridays, and Saturdays. d) Ail persons with street addresses in the 700 block must conduct lawn watering, garden watering, or irrigation on Sundays, Tuesdays, and Thursdays. e) Ail persons with street addresses in the 900 block must conduct lawn watering, f) g) h) ±) J) garden watering, or irrigation on Mondays, Wednesdays, and Saturdays. Ail persons with street addresses in the 1000 block must conduct lawn watering, garden watering, or irrigation on Tuesdays, Thursdays, and Saturdays. Ail irrigation of the center medians of streets or street rights-of-way, maintained by a homeowner's association, that are south of Sandy Lake Road, must be conducted on Mondays, Wednesdays, and Fridays. No watering will be allowed on Sundays. Variances shall be granted to persons establishing new lawns or landscaping. All variances must be submitted in writing. A variance may be revoked by the Director of Public Works if the terms of the agreement are violated. SECTION 2. Ail ordinances or parts of ordinances inconsistent with or in conflict with the provision of this ordinance are hereby repealed. SECTION 3. If any article, paragraph, or subdivision, clause, or provision of this ordinance shall be adjudged invalid or held unconstitutional, it shall not effect the validity of this ordinance as a whole or any part or provision thereof, other than the part so decided to be invalid or unconstitutional. SECTION 4. Any person, firm, or corporation violating any of the provisions of this ordinance or of the Code of Ordinances, as amended herein, shall be deemed guilty of a misdemeanor and, upon conviction, shall be punished by a penalty of fine not to exceed the sum of Five Hundred Dollars ($500.00) for each offense, and each and every day such offense is continued shall constitute a new and separate offense. SECTION 5.
