Enclosed is a copy of a letter from Janet Vick regarding the City's
requirement that our plans for the above referenced water line be changed to
ductile iron pipe.
It is my understanding that the decision to require the change was made
in a meeting attended by Ed Powell, Steve Goram, Gabe Favre, and Randy
Fleming. I also understand that a representative of Gifford Hill had offered
to conduct a seminar for the City's utility department personnel in concrete
pipe maintenance, if the City would reverse its decision and allow the
R.C.C.P. to be used.
If our firm can be of further assistance in this matter, please let us
know.

24" Water Line
Dear Jean:
Per your recent request, I have gone through my notes and found
that the material was changed from reinforced concrete cylinder
pipe (RCCP) to ductile iron pipe (DIP) at the request of the City
of Coppell. Reinforced concrete cylinder pipe was specified
originally, because it was less expensive and Ginn, Inc. (acting
City Engineer at the time) did not have any objection to its use.
However, to get construction plans stamped we were required to
change material specified. It was my understanding that Mr.
Steve Gorham, Director of Public Works, did not want RCCP because
his crews could not repair the pipe and he was the one requiring
the use of ductile iron pipe for maintenance reasons.
