Dear Ms. Maier:
First let me apologize for taking so long to respond to Ms.
Vick's and your request for reimbursement on the above referenced
project.
This request, after the fact, has been difficult for us to
evaluate. I will try to explain.
In the Fall of 1985, I was involved in the review of plans and
involved from the City's standpoint in the project. I did take
the initial request for payment to the City Council for approval
as the minutes reflect.
Mr. Ed Powell was hired as City Engineer after that time and he
and Mr. Goram thus represented the City's actions regarding all
of the MacArthur project.
We have requested the City of Coppell to research the old files
of Mr. Powell to ascertain if there is any document authorizing
this change of materials, or additional expenditures.
Additionally we have requested Mr. Goram to check his files for
the same information.
To date they have been unable to find anything relating to or
authorizing this change.
We are also unable to find anything in our files relating to this
matter.
It is our request that you check your files again with Ms. Vick
and furnish documentation from the City authorizing this change.

I would like to assure you that this has not been a deliberate
delay but rather an inability on our part to determine if the
City of Coppell has any obligation for additional funding.
We will be happy to meet with you or Terra to discuss this matter
further.
