Box 3067 Dallas, TX 75221-3067 Coppell Impact Fee Study JBM Project No. 93-520 Meeting with TxDOT staff 4/7/94 Dear Mr. Blain: Thank you for the time that you and Mr. Kerry C. Miller, P.E. spent with J.W. Bryan, Ken Griffin and me regarding the referenced meeting on Thursday, April 7. The information you gave me regarding this project will be instrumental to its completion. The following is a summary of items discussed at the referenced meeting: 1. What will the status of SH 161 be in the year 2004? A technically preferred location for SH 161 has been identified. Mr. Blain has requested a PDP update for Level 1 authority (environmental, public hearing, EIS, etc.) for this project. A feasibility report is being prepared to support this request. bo This project is not in the TxDOT nine year plan because it is not yet in Level 1, 2, or 3. For this reason, it is not anticipated that this project will be constructed by the year 2004. A ball park figure is that the project could be let by the year 2005, with a 4-5 year construction period expected. 2. Will SH 121 have freeway status by the year 2004? a. Dodge Ci'o', Kansas 'Raieig~, North Carolina TxDOT has requested a PDP update such that the project can be cleared for Level 1 authority. A 1995 public hearing is anticipated, and Level 1 clearance may be obtained by 1996. Provided the project ($13-$14 million construction cost) is granted priority, the project could be constructed by the year 2002. c. Safety issues will dictate whether SH 121 gains freeway status by 2004. Will the SH 161/Connector Freeway connection east of the cities of Coppell and Carrollton be built controlled access/full freeway status by the year 2004? If not, will some interim stage thereof be constructed? It is not anticipated that the SH 161/Connector Freeway will have full freeway status by 2004. No interim stages of construction are anticipated. 4. Other items of discussion: ao A 4-lane undivided thoroughfare to McKinney will be TxDOT's top priority in the coming months. If the public sports facility planned by Don Carter is given approval, SH 121 construction schedule will be accelerated. Ken Griffin expressed concern about the entrance/exit ramps from SH 121 into the City of Coppell. Mr. Griffin suggested that one of the entrance ramps be swapped for an exit ramp from SH 121 into the City of Coppell. Mr. Blain inferred that these issues were still up for discussion, and that the TxDOT would entertain any suggestion that the City of Coppell may propose. Mr. Blain, if you or your staff take exception to any of the items discussed in the summary, please contact this office at your earliest convenience.
