Enclosed herewith is a letter and final invoice number 94-001-21, in the amount of $4738.78
submitted to JBM by Barbra Leftwich of Leftwich & Associates requesting payment for services
provided on the referenced project as a sub-consultant.
Our records indicate that we have billed and received payments in the amount of $44,778.62 of
the total contract fee of $45,000. We advised Barbra that the amount billed exceeds the contract
fee and that we are unable to make this payment.
We have discussed the matter with Barbra and advised her that we at JBM have also expended
significant time on the project for which we did not bill the City, since we felt contractually
obligated to provide the services within the contracted fee limitation of $45,000.
I told Barbra that I would submit her final invoice to the City for your consideration. We at JBM
are not seeking additional compensation on this project, but we are not able to absorb the
additional fees requested by Leftwich & Associates.
I understand that the City has no contractual obligation to Leftwich & Associates, however, I
feel I would be remiss in not bringing the matter to your attention.
Your consideration of thc matter would be appreciated. Please let ine know if you wish to
discuss the matter or need additional information.

Dear J.W.,
As you requested in your December 7th, 1994 letter I am providing the necessary
documentation for my final invoice showing tasks completed, hours being billed and other
expenses. The following is a log of dates, task, hours, cost and expenses of the total
project. As you can see much of my time was not charged. Like your firm I have taken a
loss on this project. There were many factors attributing to the loss; 1) the City of
Coppell's lack of a firm comprehensive plan and alteration during the study period, 2) the
base date received from NCTCOG was not valid (original North Dallas TranPlan files were
not available thus NCTCOG provided what they could find and in some cases files did not
match zonal structure, etc.), 3) the change in JBM project managers.
The original agreement was for Leftwich & Associates to perform the TranPlan runs for a
total of $19,890.00. We provided that service along with completion of the Land-Use
Study (originally contracted to Tom Herrin Associates and approved by Dannie Cummings,
JBM). I have not requested reimbursement for the Land-Use Study. I am, however,
asking that the original agreement for TranPlan runs be honored.
