TR9303-CS 930622 The City With A Beautiful Future 214-462-0022 June 22, 1993 JBM Consulting Dannie Cummings, P.E. 15400 Knoll Trail Suite 111 Dallas, TX 75248 RE: Roadway Impact Fee (TR 93-03) The City of Coppell City Council has authorized staff to pursue the implementation of a Roadway Impact Fee to replace our current escrow policies. The City is considering two approaches to this project: 1) a complete turn-key project by the firm selected by the City; and 2) shared participation by the firm and City staff. The City is requesting that your firm submit a Request for Qualification. The Request for Qualification should include but not necessarily be limited to the following information: 1. A summary of the essential elements of the proposal, including a completion schedule for each element. 2. The related experience of the personnel assigned to the project. 3. A management plan that will provide background information of the people working on the project. 4. A list and status of any current activity in the City. That list should include all public and private work within the last year and the last public or private project ever in the City of Coppell, regardless of when it was performed. It is essential that you provide all current and up to date information on the private work because our Charter prohibits a firm from working on both the private side and the public side concurrently within the Corporate City Limits of the City of Coppell. Request for Qualifications are only being provided to four firms. Those will be evaluated based on: ability to complete the project in a timely manner, qualification of personnel assigned to the project, firms past experience of projects of this type and the City's past experience with the firm. Obviously, the City is not requesting any financial information concerning the cost of this project at this time. After all Request for Qualifications have been evaluated, the City will determine which firm is the most qualified to do this project for the City of Coppell. At that time, we will begin finalizing the scope of services and negotiating the financial side of the contract. If the City fails to come to an agreement with the City's first choice, then the City will begin negotiations with the second choice and so on until the City has reached an agreement with one of the consulting firms for providing the services. Three copies of your Request for Qualifications should be submitted to and received by the Engineering Department no later than 5:00 P.M., Friday, July 30, 1993. Depending on negotiations, the City anticipates that the project will be taken to the August 24th City Council meeting to award the contract. I will be on vacation from July 19 through 30, therefore, if you anticipate any questions or concerns please contact me prior to July 16, 1993. Immediately upon my return from vacation, the Request for Qualifications will be evaluated and hopefully interviews will be scheduled during the first week of August with the project being taken forward to City Council at the August 24th meeting as previously mentioned.
