Griffin P.E., City Engineer Roadway Impact Fee Study May 21, 1993 For my mid-year budget, I had included a line item increase in my Other Professional Services Account for $45,000. However, it is my understanding that there are available funds from the 1987 Bond Sale that were allocated for Denton Tap that can be used for this project. The appropriateness of using those funds has been verified by our Bond Attorney. The requested increase is to perform a Roadway Impact Fee Study as directed by the City Council at the April 13, 1993 City Council meeting during the discussion concerning the collection of substandard roadway fees. That discussion was initiated by an opinion from our attorney that our current requirement for escrow is in conflict with Chapter 395 of the Local Government Code concerning impact fees. The direction given by Council at that meeting was to proceed with putting in place a Roadway Impact Fee that would eliminate and take the place of our current escrow policy. I contacted Barton-Aschman, who had performed a recent Roadway Impact Fee Study for DeSoto, concerning the cost to gather information and put in place the actual fee structure and ordinance. Based on their preliminary information, it appears as though approximately $45,000 will be needed for this task. Therefore, based on Council direction, I am proposing that $45,000 be allocated to prepare the Roadway Impact Fee either through the use of the 1987 Bond Funds or an increase in my 1992-93 Budget.
