TR9303-CS 950127 (2)January27, 1995 CITY, STATE, NATION Citizens'Advocate 3 Two Juveniles Arrested · · CMS-East Vandahsm Two juveniles, one from Coppell, have been arrested and charged with burglary of a building because of an estimated $11,000 damage allegedly done to machines and furnishings at Coppell Middle School-East. The youth entered the school on January 7, 1995, and destroyed a computer, shot off fire extinguishers, and dumped copy ma- chine toner on the carpet, according to a police investigator. The identity of the youth was deter- mined during an investigation, and charges were filed with the district attorney's office. The youth were re- leased to their parents. Roadway, Water' Sewer Impact Fees Are Adopted Eleven Roads Set for Improvements Under Plan by Jean Murph After many months of preparation, hearings, and mounds of documents, a new Roadway Capital Improvement Plan, Land Use Assumption map, Wa- ter and Waste Water Capital Improve- ment Plan, and associated impact fees were approved by the Coppell City Council January 10. According to City Engineer Ken Griffin, the new fees will "bring our substandard road collection fees into compliance with the Texas Local Gov- ernment Code," replacing the City's current escrow policy. For the City, this means that devel- opment will have to pay for its impact on the roads, water and sewer systems of the city. The Roadway Plan addresses both new projects planned in the next 10 years and "recoupment" for previously constructed projectg which have excess capacity. Only arterial and collector streets are included in the plan. New project costs are estimated at $18,825,300. Recoupment costs of $13,304,284 are actual cost figures, making a total of $32,129,584 in Capi- tal Improvement projects. Roads selected for improvement (new projects) include Sandy Lake Road, from Denton Tap to MacArthur, the most expensive project at $6,850,000; Denton Tap from south Denton Creek to the north city limits, six lanes, at $4,250,000; Sandy Lake, from Coppell Road to Denton Tap, at $2,269,500; Bethel Road, from Royal to Freeport Parkway, $2,135,300; and Coppell Road, from Thweatt to Sandy Lake, $1,210,500. Also to be improved are Sandy Lake, from MacArthur to the east city limits; Bethel Road, from Freeport Parkway to Coppell Road; Belt Line, from Denton Tap to Moore Road; Belt Line, from Moore to MacArthur; and MacArthur, from Belt Line to Bethel School Road. No projected timetable was available. Recoupment projects are Denton Tap, from Sandy Lake to south Denton Creek; Denton Tap, from Southwestern to Sandy Lake; Belt Line from IH 635 to Southwestern; and Belt Line, from MacArthur to the east city limits. Also approved was a water and sani- tary sewer fee of $450 per service unit for both water and sewer. The City currently charges $450 for sewer and $650 for water. According to the new ordinance, development which has "received final plat approval by the City prior to Janu- ary 20, 1995, and for which no replatting is necessary, impact fees will be deter- mined according to the fee schedule in effect at the time of apprcval."
