Box 1600 San Antonio, TX 78296-1600 RE: 120 No. Denton Tap Road Dear Mr. Hamilton: In response to your correspondence to Mr. Ken Griffin, City Engineer for the City of Cop~ell, I have researched all available records relative to the captioned location. I submit the following for your review and comment. The earliest entry that was located dates back to March 17, 1999 when Mr. Stan Phillips, the City of Coppell's representative on the project at the time, spoke with Ms. Kim Gilley with Frost Bank, 214-515-4971. Start was advised to contact Landscape Resources at 972-869-1700 and speak with Keith or Bonita. There is no Indication as to what the question or problem was at that time. The next entry from July 7, 1999, shows that Mr. Phillips received a voice mail from Ms. Sherry Dickey with Frost Bank, 214-515-4963, advising that the water sprinkler was not working. At that time two contractors were working in the area. Mr. Phillips checked the site and determined that the problem was probably caused by Fox Contracting. Mr. Phillips called Mr. Larry Davis, the City of Coppell's representative for the work being done by Fox Contracting to advise Mr. Davis of the complaint. Mr. Phillips also called Ms. Dickey on July 8, 1999 tO advise her of the action taken and to give Ms. Dickey Mr. Davis' name and phone number. On July 19, 1999 Mr. Phillips called Keith with Landscape Resources at 214-818-8153 and advised Keith of the location of the new curb and sidewalk. There are no notes indicating what prompted this action. On August 3, 1999 a meeting was held on the site in order to resolve the irrigation problems. In attendance were representatives from both construction companies working in the area, both City of Coppell representatives and a representative from Landscape Resources. Fox repaired sprinkler heads near Denton Tap Road. Landscape Resources identified a broken 1 1/2" sprinkler line. That was repaired by Ed Bell's subcontractor, M-CO Construction Company. There was still a problem and it was presumed by the parties in attendance that a valve was turned off, but no one knew just where that valve was. On August 4, 1999 Gary Pryor with Ed Bell reviewed a video tape that was made prior to the beginning of construction, located the valve on the tape, found the valve at the site, turned the valve on and called Landscape Resources to activate the system and notify us of any problems. Mr. Pryor and Mr. Phillips then met with Landscape Resources that same afternoon at 5:30 p.m. (Evidently the turning on of this valve revealed that more heads were missing.) On August 5, 1999 Mr. Pryor and M-CO replaced the missing heads. Everything is working up to the parking lot. On September 21, 1999 Ed Bell's excavation crew hit a 1 tA' irrigation main that is located in the street. Mr. Pryor turned the water off. I advised Mr. Pryor to contact Frost Bank and schedule a meeting with their irrigator so we could determine how the system must be altered. On September 23, 1999 I met with David Holbrook of Landscape Resources. By this time the location of the street was staked on the ground. I showed Mr. Holbrook the street and sidewalk locations and advised him that the irrigation main would need to be moved out of the street Right-Of-Way. That is that last information uncovered relative to the landscape and irrigation at Frost Bank until I met with you at I:00 p.m. on April 26 of this year. Additionally, I unsuccessfully attempted to contact David Holbrook with Landscape Resources. That company is now Tm Green Landcare. Their telephone number is still 972-869-1700, but Mr. Holbrook no longer works for them. In summation, David, it appears that the City of Coppell responded in a timely manner to each complaint or question. And it appears that on August 5, 1999 the irrigation system was functioning to everyone's satisfaction.
