Summer Place
A short while ago, we were requested to look into a problem
with drainage in Snmmer Place subdivision along its east
boundaries. After receiving additional information, plans,
etc., requested of staff members, we made an investigation
of the area, and the following sets forth our comments.
We have delineated the boundary, alleys, streets and "low"
spots on the attached topo sheet. It appears that the area
in question, located on east property line, has always been
a "hole." The surrounding drainage areas overland flow
migrated to this low spot.
Upon reviewing the Summer Place plans, it appears that when
the alley along the east property was constructed, it was
built 4' to 5' higher than existing ground, opposite the
"low" spot. Ail the drainage of the property (Summer Place)
drains to the west. No additional drainage is directed to
the "low" spot. In fact, it appears that a good portion has
been diverted away from the "low."
Based upon our cursory review, it is our opinion that there
has always been a depression in this area in question and
that the Summer Place construction and subsequent filling
has no adverse effect upon the drainage, except that it does
not allow for flows onto the Summer Place property from the
east.
A possible solution would be to construct a ditch from the
iow spot, southward, along the east property line to the
area of the southeast corner of Summer Place. Potential
problems may be right-of-way or easement to do this,
fencing, or interference with existing utilities.

In our opinion, this is not a drainage problem due to the
construction of Summer Place and not the responsibility of
the City, since it has been a low spot for a period of time
prior to construction. We would be willing to work with the
affected homeowners to seek a tangible solution.
We will proceed no further until we receive direction from
