Dear Russell:
In response to your letter dated February 21, 1990, we have added the details you requested and
delivered five blue line prints to you for final approval.
After careful consideration, we continue to believe that the easements you have requested should not
be necessary. The pipe is very small, very shallow, and is in a 15-foot alley. We have discussed the
issue with the Director of Public Works and believe he is in agreement, We therefore request that you
reconsider your requirement that t. hese easements be a condition of your approval of the plan.
Please let me know when the plans have been approved and I will have them picked up,
