Public Hearing to consider approval of a zoning change, Case
#ZC-519, from (PD-Retail) to (SF-9) Single Family-9, for the
development of residential lots on a 2.50 acre site, located
near the northwest corner of the intersection of Bethel School
Road and Plantation Drive, at the request of Centex Development.
PLATTING
To consider approval of a preliminprv plat for the Sprinas of
~ODDel~ AdditionL located on the west side of Denton Tap Road,
on the north side of the Cottonbelt Railroad, on the south side
of Bethel Road, and along the east side of Coppell Road, with
the southern line being approximately 3,500 feet along the
Cottonbelt Railroad, at the request of Centre Development.
Russell Doyle introduced the item to the Commission. He stated
that this plat is related to the previously approved zoning Case
#PD-108. He further stated that there are three (3) issues
Staff is concerned with: (1) The dedication of right-of-way
along Denton Tap Road; (2) The dedication of ten feet of
right-of-way along the park, Park Road: and, (3) There is an
issue regarding the right-of-way from Denton Tap Road, as to
whether we should have 100 feet, as indicated by the applicant,
or 200 feet of right-of-way, as indicated by Staff.
Mr. Craig Knight of Centre Development was present to represent
this item, and answer any questions.
Following discussion Commissioner Johnson moved to approve the
preliminary plat for the Springs of Coppell Addition, with two
provisions: (1) that the questions regarding the cul-de-sac at
the end of Park Road, be resolved prior to final platting; and,
(2) that the question of the right-of-way and/or 15 foot utility
easement be resolved prior to final platting. Commissioner
Tunnell seconded the motion. Following further discussion,
Commissioner Johnson amended his motion to include a third
provision; (3) that the 200 foot tangent dimension vs. 100 foot
tangent dimension, also be resolved prior to final platting.
Commissioner Tunnell then seconded the amendment. Motion
carried (7-0) with Chairman Munsch and Commissioners Green,
Johnson, Redford, Thomas, Tunnell and Weaver voting in favor of
the motion.

Electric.

Estates, 4th Increment, on a 2.50 acre site, located near the
northwest corner of the intersection of Bethel School Road and
Plantation Drive, at the request of Centex Development.
Item 11: To consider approval of a final plat for the Northlake
Woodlands East #12 Addition, at the request of Judy Troth
Parsons.
Commissioner Thomas moved to deny the final plat for the
Northlake Woodlands East #12 Addition. Commissioner Johnson
seconded the motion; motion carried {7-0) with Chairman Munsch
and Commissioners Green, Johnson, Redford, Thomas, Tunnell and
Weaver voting in favor of ~he motion.
Commissioner Weaver then requested that Staff add a final item on next
months agenda, regarding General discussion concerning platting and zoning
issues.
The meeting was then adjourned.

The Park Board
addressed:
through the Parks department would like these comments
1. An assurance that no increase in water elevation along Grapevine
Creek will occur which would ~mpact potential park to occupy the
former Grapevine Springs site.
2· The size of the parcel has been reduced to 6 acres from the original
14 acres· This will limit any available space for parking or
cause encroachment onto the site to develop a parking area which
may impact any natural, historical or archeological area.
3. Tile developer has offered no improvement of the potential park
site and will look at transferring ownership of the property only.
A. The Board would like screening or buffering of the potential park
site along any area where another use is planned to occur adjacent
to the potential park site. This ~s primarily where a light
· industrial use will be bordering on the potential park site.
The Board is concerned that areas of historical significance and
archeologically important areas may be lost due to development
occuring on them.
The Board would like Park Boulevard, the only entry into the
potential park site, improved so that safe ingress/egress is
maintained.
The Board has expressed concerns over storm water from the improved
areas being directed tbrough the potential park damaging the
historical structures through increased volume and velocity of
that water·

SPRINGS OF COPPELL - PRELIMINARY PLAT
STAFF SUMMARY
The DRC Staff has reviewed the subject Preliminary Plat and offer the
following comments/observations.
RIGHT-OF-WAY:
(Denton Tap)
Along Denton Tap Road, 100 feet of right-of-way currently exists, 120 feet
is required ultimately Staff has requested an additional 10 feet of ROW
· .
along the a licants frontage. Applicant is proposing a
easement be d~lcated on the plat, in lieu of the requested 10 foot ROW.
A 10 foot GTE private easement (the same 10 foot strip the Staff is
requesting for RO~) currently exists along this frontage· If ROW is
dedicated to the City, probable agreements would be needed with GTE to
allow the City's existence within the 10 foot strip· The purpose of
Staff's request for the additional ROW is to provide sufficient parkway
width for future public utilities. As ROW, the City (with GTE's
permission) would dictate which utilities could go in the parkway, but as
Easement, the City would not have as much leverage regarding future
useage. Mr. Larry Jackson can expand on this subject further at the
meeting, should the Planning and Zoning Commission desire.
(Bethel Road)
Bethel Road is classified as a major thoroughfare requiring 110 feet of
ROW, with 130 feet required within 300 feet of a major intersection.
Evidently in August of 1973, the Baptist Foundation dedicated 50 feet of
ROW to the City of Coppell for Bethel Road, for the segment between Denton
Tap Road and Bethel School Road generally. A copy of that dedication
instrument is provided in your packet. As a result, the applicant has
proposed to dedicate an additional 5 feet of ROW along their frontage to
the aforementioned segment of Bethel Road. This will require 55 feet of
future ROW dedication (i.e. the other 1/2) to come from the properties to
the north. The centerline of the future road will also be required to
shift 25 feet north to align with the center of the ROW. Geometrically
this new alignment will work, provided the present centerline intersection
at Denton Tap Road be preserved. The applicant has agreed to maintain the
present intersection and reflected this on the plat. Staff requests that
a 200 foot tangent be provided from the intersection of Denton Tap Road,
the applicant proposes 100 feet instead. Staff recommends that the
Planning and Zoning Co,~nission and the City Council request this revision
be made on the Final Plat.
(Park Road)
The applicant shows 10 feet of ROW to be dedicated in the future for Park
Road. Staff has requested dedication at this time, since the applicant
realizes the need for dedication at some point in time anyway.
PARK BOARD:
The Coppell Park Board discussed this project at their March 6, 1989,
meeting, and requested the Planning and Zoning Commission and the City
Council entertain three areas of concern they have. One is require zero
rise in the Base Flood Elevation (BFE) along Grapevine Creek. This
concern is already accommodated for per the City's Comprehensive
Floodplain Management Ordinance, which specifically states "no rise is
allowed in the 100 year BFE". Their second concern is that a visual
buffer be provided between the Park property and the planned
developments. No provision for this has been formalized by the applicant
at this time. Finally, the Park Board wishes to see Park Road constructed
at this time, during Phase I of the development. Staff recommends that
Park Road be a 37 foot wide street, due to the (LI) zoning along both
sides. A parking lot vs. cul-de-sac at the terminus of Park Road has not
been discussed in detail at this point in time. Staff believes that the
applicant would look to the City to absorb that cost in return for park
land dedication; this would need to be reconfirmed by the applicant,
however.
MISCELLANEOUS:
Construction plans, right-of-way corner clips at street intersections,
street improvement escrows and floodplain items will be handled as normal,
at the time of Final Plat submittal.

intersection with the West right-of-way line of Denton

existing centerline, 235.0 feet to a point in a woven wire
fence marking the West property line of said 33.945 acre

The extension of the above referred to road has been talked about for quite
soma time. In August, 1973, Baptist Foundation of Texas deeded · strip
of land $0 feet wide to the City of Coppell along the north edge of our
property for the extension of thio road. Thio extends from Denton Tap
Ro~d westward to where Bethel School Road turns back north. As you re*
call, this to part of the over-all plan to extend~B~ethal School Road over
to Belt ,-ins Reed. '
At the time the property was deeded, it was our %Luderstandln~ that this
road would be constructed~Jn the near future b~ __Dallas County: It was
also our underotandinf from the commissioner at that time that funds
were available for the construction of thio road! however, we:wore told
later that these funds were used for another project.
