Potential relocation of new traffic signal at Coppell Road and Bethel Road

At the December 8, 1992 City Council meeting, Council awarded Bid #Q-1092-04 to Arjang
Electrical Systems for the installation of traffic signals at the intersections of Bethel Road/
Coppell Road and MacArthur Blvd./Samuel Blvd. That project has been progressing and is now
currently at the point where the foundations have been poured and the poles and signals have
been installed. We are approaching the point of activating the signals.
On May 29th, I met with the new owner of the property on Bethel Road across from the T-
intersection of Coppell Road. It is the residential house adjacent to and west of the Texaco
Station. The new owner, who purchased the property in early May, Mr. Chaddick was
concerned about the location of the pole in regards to the aesthetics of his property. He has
indicated that he purchased the property in hopes of restoring it and also that the home itself is
the oldest residence in Coppell.
I am a little concerned about this request since the project is nearing completion. I checked our
records and found that the foundation for the pole in front of the house was poured on March
8th, 1993. I also found that the adjacent property owners were not notified of the proposed
location of the poles in regards to their properties. The poles were located within existing City
of Coppell street right-of-way. Mr. Chaddick, has requested that the City relocate the pole
approximately 10 feet west to remove it from directly in front of his house. His basis for the
request was the future aesthetics of the property. According to our consultant, Barton-Aschman,
the relocation should not present a technical problem, however, we would have to locate the
existing sanitary sewer and gas to ensure that we can relocate the pole and miss the utilities.
An estimate of $4,880.00 has been received from our contractor, Arjang Electrical Systems, to
relocate the pole. This includes a new foundation, removal of the old foundation, a new pole,
a 28 foot arm, new wire and reinstalling existing signals heads. The 28 foot arm is needed
because currently the pole has only an 18 foot arm on it and to move it 10 foot west would
necessitate a longer arm to align the signal heads with the oncoming traffic.
Staff is bringing this forth for a recommendation from City Council on allocating the funds to
relocate the signals. If City Council wishes to fund the relocation of this pole, now would be the
time to do it prior to activating the signals.
Staff will be available to answer any questions concerning this issue at the Council meeting.

in favor of the motion. Mayor Pro Tem Robertson voted against the motion.

Discussion and consideration of a variance to Ordinance 90489 (City of Coppell
Thoroughfare Plan) concerning the spacing of medians.
Ken Griffin, City Engineer, made a presentation to Council and addressed concerns of Council.
Councilmember Weaver asked that "no parking' signs be put on Parkway. Councilmember
Reitman moved to grant a variance to Ordinance No. 90489 (City of Coppell Thoroughfare Plan)
concerning the spacing of medians. Councilmember R°bertson seconded the motion; the motion
carried 6-0 with Mayor Pro Tem Robertson and Councilmembers Weaver, Stahly, Reitman,
Mayo, and Garrison voting in favor of the motion.
16.
Consideration and approval of a Preliminary Plat Extension, for a period of one year,
for Copper Stone (formerly Parks of Coppell, Section 4), located north of Coppell High
School and west of Denton Tap Road, at the request of Centex Real Estate Corporation.
Gary Sieb, Director of Planning and Community Service, made a presentation to Council and
addressed Council's concerns. Following discussion, Bill Anderson with Dan Dowdy &
Associates, also made a presentation to Council. Following discussion, Councilmember Weaver
moved to approve a Preliminary Plat Extension, for a period of one year, for Copper Stone
(formerly Parks of Coppell, Section 4), located north of Coppell High School and west of
Denton Tap Road. Councilmember Mayo seconded the motion; the motion carried 5-1 with
Councilmembers Weaver, Stably, Reitman, Mayo, and Garrison voting in favor of the motion.
Mayor Pro Tem Robertson voted against the motion.
17. Discussion and consideration of potential relocation of new traffic signal at Coppell Road
and Bethel Road.
Councilmember Mayo moved to approve the relocation of a new traffic signal at Copp¢ll Road
and Bethel Road subject to applicant paying all relocation coats which are estimated at $4880
and that applicant respond to Staff by noon on June 11, 1993 aa to whether applicant will or will
not pay expenses and to sign an agreement between the City and prope~ owner to accept cost.
Councilmember Robertson seconded the motion; the motion carried 6-0 with Mayor Pro Tern
Robertson and Councilmembers Weaver, Stably, R¢itman, Mayo, and Garrison voting in favor
of the motion.

18. A. Acceptance of the resignation of Robert Banks, who is an alternate member of the
Cable Review Board.
Councilmember Garrison moved to accept the resignation of Robert Banks from his position as
alternate on the Cable Review Board. Couneilmember Mayo seconded the motion; the motion
carried 6-0 with Mayor Pro Tern Robertson and Councilmembers Weaver, Stably, Reitman,
Mayo, and Garrison voting in favor of the motion.
