Discussion and consideration of removing the stop sign on Cowboy Drive
at its intersection with Parkway Blvd. and replacing it with a yield sign.
Date: January 3, 1994
On December 1, 1993, I was presented with a petition from students and faculty at Coppell High
School proposing to remove the stop sign at the corner of Cowboy Drive and Parkway Blvd.
The petition was signed by 117 people. The main concern was that because Parkway Blvd. is
not extended to the west there is no need to come to a complete stop as you turn onto Parkway
Blvd. Apparently, several people have received citations for running the stop sign with a rolling
stop.
I reviewed the Texas Manual on Traffic Control Devices to ascertain what alternatives were
available. The alternative presented by the petition was to install a yield sign. tinder the
Section 2B-8 entitled Warrants For Yield Signs, it states 'The yield sign may be warranted: 1.
On a minor road at the entrance to an intersection where it is necessary to assign a right-of-way
to a major road but where a stop sign is not necessary at all times, and where the safe approach
speed on the minor road exceeds ten miles per hour.' Because there should be no traffic on
Parkway Blvd. coming from the west to the east and because it is not necessary to come to a
complete stop leaving Cowboy Drive turning onto Parkway Blvd. and because the volume
through the intersection can be increased by not mandating the vehicle stop each time, my
recommendation is to remove the stop sign and replace it with a yield sign. Once Parkway
Blvd. is extended to the west, the yield sign would be removed and a stop sign reinstalled. It
has been conveyed to Mr. Greg Brice, who submitted the petition to the City, that if the City
Council approves this request it is only a temporary situation until Parkway Blvd. is extended
to the west. He is in full agreement that once Parkway Blvd. is extended that the necessity for
a stop sign would be warranted.
I will be happy to answer any questions concerning this issue.

2. An accident problem, as indicated by five or more reported ac-
cidents of a typo susceptible of correction by a multiway stop installs-
tion in a 12-month period. Such accidents include right- and left-turn
collisions as well as right-angle collisions.
3. Minimum traffic volumes:
la) The total vehicular volume entering the intersection from all
approaches must average at least 500 vehicles per hour for
any 8 hours of an average day, and
{bl The combined vehicular and pedestrian volume from the minor
street or highway must average at least 200 unite per hour
for the same 8 hours, with an average delay to minor street
vehicular traffic of at least 30 seconds per vehicle during the
maximum hour, but
(c) When the 85-percentile approach speed of the major street
traffic exceeds 40 miles per hour, the mi,irl~um vehicllJur
volume warrant is 70 percent of the above requirements.
An alternate set of warrants which utilize traffic volumes and delay is
provided in the Appendix. The above warrants as well as those provided
in the Appendix may be used in determining the justification of a multi-
way stop based on minimum traffic volumes.
2B-7 Yield Sign
The YIELD sign assigns right-of-way to traffic on certain approaches
to an intersection. Vehicles controlled by a YIELD sign need stop only
when necessary to avoid interference with other traffic that is given the
right-of-way.
The YIELD sign shall be a downward pointing, equilateral triangle
having a red border band and a white interior and the word YIELD in
red inside the border band. The standard size shall be 36 x 36 x 36 in-
ches.
2B-8 Warrants for Yield Signs
The YIELD sign may be warranted:
1. On a raJnor road at the entrance to an intersection where it is
necessary to assign right-of-way to the major road, but where a stop is
not necessary at all times, and where the safe approach speed on the
minor road exceeds 10 miles per hour.

2. On the entrance ramp to an expressway where an acceleration
lane is not provided.
3. Within an intersection with a divided highway, where a STOP
sign is present at the entrance to the first roadway and further control
is necessary at the entrance to the second roadway, and where the
median width between the two roadways exceeds 30 feet.
4. Where there is a separate or ehannelized right-turn lane, without
an adequate acceleration lane.
5. At any intersection where a special problem exists and where an
engineering study indicates the problem to be susceptible to correction
by use of the YIELD sign.
YIELD signs should not ordinarily be placed to control the m~jor
flow of traffic at an intersection. They should not be erected on the
approaches of more than one of the intersecting streets or highways or
u~ed at any intersection where there are STOP signs on one or mc
approaches, except, under special circumstances~ to provide minor
movement control within complex intersections.
YIELD signs should not be used on the through roadways of express-
ways. They may be used on an entering roadway without an adequate
aeeeleratinn lane, but in a well designed interchange, the sign would
interfere with the free merging movement, and it should not be used
under those circumstances.
2B-9 Location of Stop Sign and Yield Sign
A STOP sign should be erected at the point where the vehicle is to
stop or as near thereto as possible, and may be supplemented with a
Stop line and/or the word STOP on the pavement, as shown in figure 2-2
(page 2A-10). A YIELD sign should be erected in the same manner, at
the point where the vehicle is to stop if necessary to yield the right-of-
way. Where there is a marked crosswalk on the pavement, the sign
should be erected approximately 4 feet in advance of the crosswalk lin(
nearest to approaching traffic.
Where only one sign, STOP or Y IE LD, is used, it shall be on the right-
hand side of the traffic lane to which it applies. At an intersection where
a wide throat exists on the signed approach, observance of the sign may
be improved by the erection of an additional sign on the left side of the
approach road, and by the use of a Stop line. Where two lanes of traffic
are subject to the STOP sign, a second sign should be placed where it is
visible to traffic in the inner lane. At certain channetized intersections,
the additional sign may be effectively placed on a channelizing island. In
no instance shall one STOP or YIELD sign be mounted above another
on the same post.
Where two roads intersect at an acute angle, the STOP or YIELD
sign should be positioned at an angle, or shielded, so that the message is
out of view of traffic to which it does not apply.
