final plat submittal. Final plans must have a cover
sheet, detailed design plans, and standard detail sheets.
A cover sheet, for final construction plans shall include

all storm sewer systems must be designed for 100-year
design frequency. Technical Paper 40 should be used to
compute rainfall intensities, as per the Subdivision
Ordinance, (Appendix "A", Page 30).
Show the hydraulic calculations for each portion of the
storm system on the profile, such as pipe size, Q100
(cfs), Qc (cfs), S, v (FPS) etc
All lots within or adjacent to the 100-year Floodplain
shall have the lowest floor elevation for each building
site shown on the site grading plans.
A permanent bench mark must be established with in a
subdivision development, see attached Floodplain
Development checklist.
Each sheet of the plans shall contain a title block and
consistent page numbers.
All appropriate fees as per subdivision ordinance must
be paid.
Delineate a Revision block on each sheet. Revision
dates must be shown on each sheet with Engineer's
initials next to them.
All above comments must be addressed, prior to Staff's
recommendation for approval of the final plat and plans.
Provide a written response on all comments with
explanations provided on items not addressed as
requested above.

FLOODPLAIN DEVELOPMENT CHECKLIST
The following ltems represent a brief outline of items required by the City of Coppell
in order to develop in a floodplain. References are taken from Ordinance 87390.
Art. 4C-2
All models must refer to the 2 yr, 100 yr existing, 100 yr ultimate,
and tow flow.
Art. 4C-2(a)
Lowest floor must be higher than BFE + 2' and 100 yr (ULT.) + I'.
Art. 4C-2(b)
Existing and fully developed 100-year floodplain must be delineated.
Art. 4C-2(c)
Determine flood storage loss data.
Art. 4C-2(e)
Flood levels caused by the development plus any anticipated future
developments must be less than the 100 yr (ULT) and the 1980 FIS
BFE + l'.

Any changes in the floodplain must be submitted to FEMA according
to their procedures.

The above items are only a brief checklist of items need to comply with Ordinance No.
85'390, a detailed review of this Ordinance is necessary [n order to fully understand Its
contents.
Any submittal [n connection with a floodplain development must include the above Items.
This submittal must as a minimum also include the following:
Text describing where the basic data was obtained, what ls intended, and the
results, all in sufficient: detail so that it is fully understandable and supportable.
o Exhibits must be presented that clarify data. These must Include:
Water surface profiles, cross sections, work maps, floodplain and floodway
delineations for both existing and improved conditions. Comparisons must
be shown between existing and proposed conditions for velocities, water
surface elevations, storage, and any other impacts.
Computer models must be presented in detail, Not Just input and/or summary
