Dear Mr. Griffin:
Thank you for taking the time to address the design of the referenced project with my
fellow neighbors and me at the public meeting that was held on May 16. Your
willingness to solicit and respond to the input of Coppell's citizens, despite the fact
that this work will take place within the city's drainage easement, is an excellent
example of the cooperation that needs to exist in our growing city. I appreciate the
opportunity to provide input on the project given the significant impact it will have on
the investment I have made in my home at 638 Meadowview Lane.
It is obvious from the comments made at the May 1 6 meeting that many of the
homeowners located immediately to the north of Bethel School Road have a problem
with standing water that needs to be addressed. Like you, I am hopeful that the
improvements to be made to the culvert and creek adjacent to the Bethel School
bridge will dramatically improve this problem.
I have spoken to the homeowners along the northern boundaries of the project. These
homeowners (identified by lots 4 and 5 on Villawood Circle and lots 7, 8, 9 and 10 on
Meadowview Lane) have indicated that they are not in favor of the proposed project as
initially presented. Our recommendation is that the project stop at the intersection of
b he southern edges of lot 5 on Villawood Circle and lot 10 on Meadowview Lane. We
elieve that this recommendation is justified for the following reasons
1. There are no significant drainage problems to the north of the newly
proposed project boundary.
2. The existing slope of the creek banks in the northern section of the
project is gradual enough already. There is currently no impediment to
the flow of water through this area. Therefore, there should be no
adverse effect on the work to be performed to the south.
3. The assumption that you are working under, that this was originally a
dry creek bed, may be incorrect. There is an indication, on at least one
survey of this area, that a natural spring exists between lot 8 on
Meadowview Lane and lot 5 on Villawood Circle.
4. We do not believe that the gradual slope that' you are proposing will
remain intact over an extended period. There is a significant body of
empirical evidence that suggests that the future flow of water through
this area will create a new trench that will be as deep and considerably
wider than the existing one.
5. Stopping the project at the newly proposed boundaries will save
additional trees and will potentially save the taxpayers of Coppell
unnecessary expense.
In summary, the project as initially proposed will adversely effect both the character
and value of the property along the northern portion of the creek while making no
improvement in drainage in this area. Conversely, making no changes in this area will
have little or no impact on the necessary changes to be made downstream.
We look forward to hearing from you when you have developed a revised project plan.
