RE: Request for Qualifications/General Scope of Services
Dear:
The City of Coppell's current Impact Fee Ordinance (OR 95-685) and fee calculations for assessing
new developments was approved by the City Council on Jmmary 10, 1995.
In 2001, the State of Texas revised TITLE 12: PLANNING AND DEVELOPMENT; CHAPTER
395: FINANCING CAPITAL IMPROVEMENTS REQUIRED BY NEW DEVELOPMENT IN
MUNICIPALITIES, COUNTIES, AND CERTAIN OTHER LOCAL GOVERNMENTS of the
LOCAL GOVERNMENT CODE of the TEXAS STATE STATUTES. The changes were
amended by Acts 2001, 77th Legislation, Chapter 345, § 5, effective September 1, 2001.
With this letter I am providing a copy of the Request for Qualifications, which describes the City of
Coppell's requested information, the evaluation criteria, and the general scope of services required
for recommending changes to our current Impact Fee Ordinance and fee assessment structure. We
are pursuing this project to ensure compliance with all current regulations. If your firm is interested
in this project, please provide five (5) copies of your qualifications no later than 5:00 p.m. Friday,
November 7, 2003.
Once the qualifications have been received, the actual review will be conducted between November
10 and December 1, 2003. If the process stays on track, it is anticipated that the contract could be
awarded at the January 13, 2004 City Council meeting. This allows additional time for the City to
meet with the firms and negotiate a contract.
Please be advised that no costing information for this project should be provided relative to the
submittal of qualifications. All cost information will be negotiated with the consulting firm that,
in the City's opinion, will provide the best service to the City. Obviously, if the City cannot
negotiate a contract with that firm then we will move to the next qualified firm, and so forth until
a negotiated contract can be arrived at.

GENERAL SCOPE OF ENGINEERING SERVICES
for
THE CITY OF COPPELL
The City of Coppell is seeking qualifications for engineeriug services associated with:
Revising the City's Roadway, Water, and Wastewater Impact Fee structure to ensure full
compliance with TITLE 12: PLANNING AND DEVELOPMENT; CHAPTER 395:
FINANCING CAPITAL IMPROVEMENTS REQUIRED BY NEW DEVELOPMENT IN
MUNICIPALITIES, COUNTIES, AND CERTAIN OTHER LOCAL GOVERNMENTS of
the LOCAL GOVERNMENT CODE of the TEXAS STATE STATUTES.
Qualification information should contain, but not be limited to, the following information:
1 ) A general overview of your approach to the project.
2) The related experience of your firm and also the specific experience of personnel
that will be assigned to the project.
3) A management plan, including identification of the project manager and key
personnel assigned to the project. Background information of the people that will
be working on the project should be included.
4) A list and status of all current activity or recently completed activity within the City
of Coppell. The list should include all public or phvate work. If there are no recent
projects, please include the last public or private project your firm has completed
within Coppell regardless of when it was designed.
· The Evaluation Criteria:
All requests for qualifications will be thoroughly evaluated by the City. A contract will be awarded
to the responsible firm whose qualifications are determined to be the most advantageous to the City
considering, but not limited to, the following factors:

GENERAL SCOPE OF ENGINEERING SERVICES

General Scope of Work for the Project:
1) Obtain all existing data from the City, such as Zoning and Land Use Plans, Master
Plans, Capital Improvement Plans, etc.
2) Evaluate existing data and Impact Fee Ordinance to determine its accuracy and/or
need for updating.
3) Obtain and utilize all relevant federal and state regulations, laws, and statutes.
4) Provide cost estimates for any projects included in the impact fee calculations.
5) All other work necessary to provide a comprehensive review of the existing Impact
Fee Ordinance and recommendations of any changes to ensure compliance.
