RE: hnpact Fee Study (Water, Wastewater and Roadway) Project #WA 03-02
Dear Mr. ltaster:
I apologize for the delay in responding to the Scope of Services associated with the update to the
city's water, wastewater and roadway impact fee structure. My current timeline is to present the
contract to City Council on February 22, 2005. However, prior to that time there are some
questions I have concerning the Scope of Services.
A 1. "Proposed location of traffic counts to be performed by City"
What is 3'our intent concerning the number of traffic counts that you anticipate the City will
perform under this contract?
B.4. states: "FNI will perform a maximum of 15 PM peak hour bi-directional traffic counts to
supplement the existing counts provided by the City"
The fee calculation states that the traffic counts will be 24-hour traffic counts. I am assuming
that they will be 24-our traffic counts; however, you will just be using the peak hour for your
calculations. We will request that the 24-hour traffic counts be provided to us so that we can
update our counts on the City's website.
B.7. - Any submittals during the course of the project should also be in electronic format.
This is needed so that we can utilize the data for Poxvcr Point presentations to the Planning
aud Zoning Commission and City Council.
B.8. - This states that only onc public hearing will be attended to review the land use
assumptions. The Planning and Zoning board is set up as our board to make recommendations
to City Council. Therefore, at each of the approval stages, there will be a meeting with Planning
and Zoning and City Council.
5. C.3. ~ The word "hc" should be changed to "the".
6. C.6. Again, all preliminary submittals should include an electronic format.
7. C.9. - Meetings should be anticipated with both Planning and Zoning and City Council.
8. ARTICLE II ADDITIONAL SERVICES 1. - It should be noted that roadway traffic counts
above the 15 noted in B.4. will be Additional Services.
9. ARTICLE II ADDITIONAL SERVICES, paragraph 11 - should be removed.
10. ARTICLE 1V RESPONSIBILITIES OF OWNER, paragraph G - should be removed.
11. COMPENSATION, paragraph B - the rates for in-house services concerning computer, plotter,
testing apparatus, printing, color, binding - should be removed. Those items are addressed
elsewhere in the contract.
12. TERMS AND CONDITIONS OF AGREEMENT 12. PAYMENT, second paragraph - should
be removed. The City does not pay interest on monies due.
Once these changes have been completed, my intention is to take the contract to the City Council
meeting on February, 22, 2005. To meet that timeline, I will need the final agreement with changes
in my office on February 11, 2005. If we are unable to meet the February 22, 2005 City Council
meeting, then the next available meeting date will be March 8, 2005.
