Griffin, P.E., Assistance City Manager/City Engineer ~ RE: Authorization to close Bethel School Road for a period up to 120 days, between Swan and Hawk for the construction of a box culvert associated with the Stream G-6 Drainage Improvements (DR 93-06). Date: April 3, 1995 Recently a contract was let for drainage improvements to Stream G-6. Part of the drainage improvements include the construction of a 6x10 box culvert adjacent to the existing box culvert beneath Bethel School Road. The contractor has requested permission to close Bethel School Road during the construction of that culvert. The contractor's reasoning is twofold: 1) it will expedite the construction of the culvert, thereby expediting the overall completion of the project; 2) it will create a safer work environment for not only the construction, but also the w6rkmen and the motorists. We have sent information to the Coppell Independent School District, Police Department and Fire Department seeking input on this request. Quite honestly, I can state that none of the three entities was extremely pleased with the prospect of Bethel School Road being closed. However, all three understood the reason behind the request and as such did not offer objections to the request. This request, if granted, will expedite the construction by at least 30 days. It is anticipated that the road will be closed down beginning approximately April 24, 1995 and ending approximately July 21, 1995, a total of 89 days. During that time frame, as can be seen on the enclosed map, motorists wishing to travel in an east or west direction of this general vicinity, would utilize Villawood or Beltline. It is my opinion that after a very short adjustment period, most traffic would avoid this area and go south to Belt Line Road to travel in an east or west direction. Obviously, if this request is approved, advanced notice will be placed informing motorists that the street section will be closed. If the closure of Bethel School Rd. is necessary to complete improvements, the Department will make the necessary adjustments for taking an alternate route when responding to calls for service in the area. Citizen's Appearance There were no citizens signed up to speak under this item. A. Mayor Morton recognized Frank Beard and presented a Certificate of Recognition on behalf of the Council and the Coppell community, for his quick actions in being the first paramedic on the scene of the accident of Officer Steve Hayes. Mr. Beard stated he was very impressed with the response of the Coppell Fire Department. B. Mayor Morton presented to Jeff Waters, President of the Rotary Club, a Certificate of Appreciation for the Rotary Club's donation of the monument sign at the entrance to Andrew Brown Park - West. C. David Miller, Police Chief, introduced newly hired Captain Wade Goolsby to the Council. Chief Miller also updated the Mayor and Council on the condition of Officer Hayes. D. Mayor Morton announced that Ralph Goins had received an award for his work as a volunteer coordinator for the Society of St. Andrews. CONSENT AGENDA 9. Consider approval of the following consent agenda items: A. Minutes of: March 28, 1995 B. Consideration and approval of an Ordinance for ZC-563(CH), to change the zoning from R (Retail) and TH-2 (Town House-2) to SF-7 (Single Family-7) on a 16.208 acre tract of property located at the northeast intersection of Thweat and CoppeH Roads, and authorizing the Mayor to sign. C. Consideration and approval to amend Article III, 3.04 of the Keep Coppell Beautiful Committee by-laws to state that seven members shah constitute a quorum for the transaction of business. D. Authorization to close Bethel School Road for a period of up to 120 days, between Swan and Hawk for the construction of a box culvert associated with the Stream G-6 Drainage Improvements (DR 93-06). Councilmember Alexander seconded the motion; the motion carried 7-0 with Mayor Pro Tern Robertson and Councilmembers Alexander, Sturges, Watson, Reitman, Mayo, and Sheehan voting in favor of the motion. Item C -- City Manager Jim Witt advised that the ordinance on this item needed work and would be brought back to Council for consideration. Councilmember Mayo moved to table Consent Agenda Item 9 C until the second meeting in May. Mayor Pro Tern Robertson seconded the motion; the motion carried 7-0 with Mayor Pro Tern Robertson and Councilmembers Alexander, Sturges, Watson, Reitman, Mayo, and Sheehan voting in favor of the motion. 10. Consideration and approval of a Texas Waste Management request for a decrease for the base compactor rental rate, and an increase in the price per pull rate, and grandfathering aH existing commercial compactor accounts that would be negatively affected by the proposed new rates. Steve Goram, Director of Information Services, made a presentation to the Council. Texas Waste management reviewed the suggestion of Councilmember Robertson to grandfather the existing accounts and have agreed to the same. Mayor Pro Tern Robertson moved to approve the Texas Waste Management request for a decrease for the base compactor rental rate, and an increase in the price per pull rate and grandfather all existing commercial compactors until such users feel it is in their best interest to go into the new system. Councilmember Reitman seconded the motion; the motion carried 7-0 with Mayor Pro Tem Robertson and Councilmembers Alexander, Sturges, Watson, Reitman, Mayo, and Sheehan voting in favor of the motion. 11. Consideration and acceptance of the 1995-96 Keep Coppell Beautiful Committee's operating budget. Steve Goram, Director of Information Services, made a presentation to the Council. Councilmember Sheehan moved to accept the 1995-96 Keep Coppell Beautiful operating budget. Councilmember Sturges seconded the motion; the motion carried 7-0 with Mayor Pro Tern Robertson and Councilmembers Alexander, Sturges, Watson, Reitman, Mayo, and Sheehan voting in favor of the motion.
