Escrow Agreements
Pursuant to reviewing our present policy, it appears that it would
place the City in a better situation by requiring the developer to
place funds in escrow with the City, for the purpose of building
streets at a later date. We would eliminate situations such as the one
that now exists on Lodge Road. We are currently in discussion with the
city attorney regarding the legalities and the drafting of an escrow
agreement that would be used by all parties.
The plat being presented tonight; St. Anns Church, should warrant an
escrow agreement. Therefore, we are recor~nending that an escrow
account, in the amount of $79,924.00 which is calculated @ $100. per
linear foot, be established before plat approval for St. Anns Church.

Gentlemen:
As was evidenced in our preliminary plat presentation. St.
Ann Catholic Church has dedicated the required half of the
right of way for street improvements on it's northern boundary,
which will be a continuation of Woodmoor. Additionally. St.
Ann also has agreed with Glen Hinkley to pay the cost of our
share of the street improvement at such time as those improvements
are made,
