Section 31-2-2 of the City of Coppall Comprehensive Zoning Ordinance s~atez, 'Parking shah be allowed only on a paved
concrete surface.' St. Ann's is requesting approval to use the grass lot South of the church for parking. The land belongs
to St. Ann's Parish and parking and driving lanes will be marked with lime. All unsafe driving and parking areas will be
roped/fenced off. They will also provide parking attendants.
Section I0-8-6.E of the Sign Ordinance-Temporary Off Premise Signs stet. z, 'Bonafida non-profit organizations may erect
temporary off-premise signs which refer to an activity or function of the organization. Such signs shall not be erected for
more than 7 days. No more than 30 such signs shall be placed within tho city which refer to the activity or function.' St.
Ann's is requesting permission to pe~t thirty (30) three (3) square foot sign~ fourteen (14) days prior to the carnival.
Section 10-5-4.B. 1 of the Sign Ordinance-Temporary Banner Signs states, 'Such signs shall be erected a maximum of
fourteen (14) days for each permit .... The permit fee for a temporary banner sign shall be fifteen dollars ($15.00). The
effective area for such signs shall not exceed forty (40) square feet.' St. Ann's Parish is requesting permission to erect a
seventy-five (75) square feet banner at the comer of Samuel and Sandy Lake from October I through October 31.

OFF - STREET PARKING REQUIREMENTS
Pu__rpo_~: To Secure safety from fire, panic, and other dangers; to lessen con-
gestion in the streets; to facilitate the adequate provisions of transportation;
to conserve the value of buildings; and to encourage the most appropriate use
of land, minimum off-street parking and loading shall be provided as set forth
in the following schedules and provisions.

I. All required off-street parking spaces shall be located behind all setback
lines in any agriculture, single-family, duplex, or townhouse district.
All required parking spaces shall be located behind the required front
setback line in the MF-I and MF-2 districts.
Required off-street parking shall be provided on the Same site as the use
it is to serve.
3. Parking shall be allowed only on a paved concrete surface.
4. An enclosed parking space shall mean a garage attached to the main
structure, covered and enclosed on at least three sides and can fully

All retail, Commercial, and industrial structures having five thousand
(5,000) square feet or more of gross floor area shall provide and
maintain off*street parking facilities for the loading and unloading of
merchandise and goods at a ratio of at least one (1) space for the first
twenty thousand (20,000) square feet of gross floor area and one (1)
space for each additional twenty thousand (20,000) square feet of gross
floor area or fraction thereof for a building larger than five thousand
(5,000) square feet. A loading space shall consist of an area of a
minimum of twelve (12) by thirty (30) feet. All drives and approaches

agents are granted permission to erect temporary off-premise signs as
outlined below:
Builders and developers may erect temporary off-premise signs
which refer to a subdivision only. A subdivision shall be defined
as a tract of land platted by the City of Goppell that is zoned SF,
TH or 2F. Separate sections or phases of a subdivision shall not
constitute a new and separate subdivision. Such signs shall not
list or refer to any individual or group of builders or developers
and shall be erected only between the hours of 12:00 noon Ftiday
and 12:00 noon Monday. Such signs shall not exceed six (6)
square feet in effective area and may be placed in the City right-
of-way provided that they do not project out over the street or
sidewalk. No sign shall be allowed to be placed within any street
median. No more than ten (10) such signs per subdivision may
be placed within the City and shall refer only to subdivisions that
are located within the City of Goppell. No permit or permit fee is
required.
Real estate agents may erect temporary off-premise signs which
refer to open houses. Such signs shag be erected only bel-ween
the hours of 12:00 noon Friday and 12:00 noon Monday and
shall contain the words "Open House". Signs shall not exceed six
(6) square feet in effective area and may be placed within the City
right-of-way provided that they do not project out over a street or
sidewalk. No sign will be allowed within any street median.
Signs are to refer only to real property that is located within t_he
C. ity of Goppeli. No permit or permit fee is required.

Official notify the real estate companies that have current listings
in the Gh-y of Goppeli and the Metrocrest Homebuilders
Association.

to a garage sale held on their property. Such signs shall be
erected only between the hours of noon Friday and noon Monday.

Section
TEMPORARY BI SIGNS. Banner signs shall be erected as outlined
below. Such si ns shall be constructed of cloth or canvas material and
must be anchored in such a way that would prevent the sign from
moving freely in the wind. Businesses that erect signs under the
provisions of this section shall not display a sign that states "Going Out
of Business" or similar message more than one time.
During the initial year of operation, a business shall be permitted
to erect one (1) temporary banner sign a maximum of four (4)
rimes. Such signs shall be erected a ma~6mum of fourteen (14)
days for each permit. A new permit, for such a sign, shall not be
issued within thirty (30) days of the date that any temporary
banner sign was erected at the occupancy. The permit application
for the sign must include the date the sign will be erected, the
date the sign will be removed and a drawing showing the location
of the sign. The permit fee for a temporary banner sign shall be
fifteen dollars ($15.00). The effective area for such signs shall
not exceed forty (40) square feet.
A business that has been in operation for a period of one (1) year
or more shall be permit'ted to erect one (1) temporary banner sign
at an occupancy two (2) times per calendar vear. Such signs shall
be erected a maximum of fourteen (14) da~s for each permit. A
new permit, for such a sign, shall not be issued within ttfirry (30)
days of the date that any temporary banner sign was erected at
the occupancy. The permit fee for a temporary banner sign shall
be fifteen dollars ($15.00). The effective area for such signs shall
not exceed forty (40) square feet.

Coppell Special Event Application Attachment
In accordance with Sec 6-5-3 (Application) of City of Coppell Ordinance 93604,
the following information on the 29-31 Oct., 1993 St. Ann's Annual Community
Carnival is submitted:
A. The required 'Special Event Application" is attached.

B 2. The following is information on the St. Ann's Annual Community Carnival:
- Carnival Description:
· 20th Century Rides, a professional carnival company, will be setting
up about 15 adult and children ddes, 8 game booths and 2 food
booths. All of the rides will be set up in the church parking lot. See
attached plan. This company is licensed and insured to operate in
the State of Texas and Dallas County.
· St. Ann's Church organizations will be setting up several large tents
and about 10 booths on the lawn area around the church. See
attached plan. The booths and tents will house games of
chance, food sales (no cooking) and craft booths.
· Bingo will be played inside hall at St. Ann's Church.

- Location: The carnival will be set up only on St. Ann's property located at
180 Samuel Blvd, Coppell, TX 75019.

Attendance: The follow are the rough estimated of the number of people
who will attend the carnival: Fdday - 4,000; Saturday - 8,000; Sunday 3,500.
Since this is the first time we are having a carnival, it is very hard to guess at the
number of people who will attend. We plan to advertise this event in all local
Dallas and Denton County newspapers and radio stations.
Parking: We request approval to use the grass lot South of the church for
parking. See attached plan. This land belongs to St. Ann's Church. The parking
area and driving lanes will be marked with lime. All unsafe driving and parking
areas will be roped/fenced off. We will have parking aflendants. The lot
has a city approved concrete street ramp already installed on Samuel Blvd.
Signs & Banners: We plan to post thirty 3 ft. sq. signs 14 days before
the carnival starts. Request that all fees be waived for these carnival signs.
Restroom Facilities: We will have six portable bathrooms located around the
carnival in addition to the restrooms in the church.
Structures: See the attached plan for the location of tents, booths, and
amusement rides. ~
B 4.Security: We plan to hire at least~'security police personnel during the
carnival operating hours in addition to the normal Coppell Police patrols.
We will also have a citizen security patrolling the carnival at ali times. This
patrol will be equipped with a two way radio communications with our
command center located in the church. The command center will have a
phone to call the Coppell Police, Fire, or Rescue Departments as
necessary.
Fire: We will comply will all local fire regulation. See the location of the
approved carnival fire lane on the attached plan.
Medical: The carnival command po~ will have a n~rse or~ du_h/during the

Traffic Control: We will have assigned personnel to direct parking in our
parking lot during the operating hours of the carnival. These people will only
be on church properly. They will have orange vests and flash lights.

St. Ann's: All food sold by St. Ann's booths will be prepared in the
church's kitchen and kept warm or cold, as required, at the food
booth.
20th Century: They will have the required permits posted in their two
food sales trailers
Alcoholic Beverages: No alcoholic beverages will be sold at the carnival.

Animals: There will be a small "Petting Zoo" with a goat, a pony and other
small animals for younger children to touch and/or ride.
Clean Up: We have a clean up committee that will police the carnival
each day. There will be trash cans through the carnival area and an extra
trash dumpster/service will be in place during the carnival operating dates.

from 9 AM to 4 PM.
20th Century Rides: A copy of their insurance policy will be available
for review from anytime after 28 Oct. at the their business trailer.
Conclusion: We are not aware of of any other licenses or permits required by this
city code or other ordinances or by state law for the conduct of this carnival as
described in the paragraphs above. If this is not true, please notify us within 30
calendar days after the date of this application is submitted for approval.
